Neither Haste nor me see any issues with the current state of the Nova torpedo, not to mention this isn't even a new thing, but merely a re-discovered fun tactic.
This is a player-issue, not a balance problem; to put it sincerely.

Whoever is doing the Novaing in this video seems to be mistiming the launch a fair bit (perhaps they're unaware of the inbuilt 'launch delay' Novas have), but the video happens to also show exactly why people die to these loadouts to begin with: you do not blindly joust a bomber over and over with shields down. If the bomber pilot whose perspective is shown had a SNAC and some aim, they'd have killed Lancer-1 seven times over.
Dual Novas are fun because they at least are something different for once. Once again, balance=/=everything exactly the same. Dual Novas are just different from guns or mines, that doesn't mean they are unbalanced. As soon as someone realises he's fighting against a dual nova bomber he can easily win from the bomber. As said before, they mostly effective when the enemy jousts you and jousting a bomber with a SNAC is just as dangerous.
I'd also like to note that personally the first time I tried to Dual Nova someone it ended up in me blowing myself up after half a minute. Might just be my stupidity but it didn't seem all that easy to me.
