Go to Nagano and check the planet there, then read the OP again and you'll understand everything. Also, just cause Jammi used a light fighter as an example, it doesn't need to be a light fighter , could be something bigger ( except caps, cause planetdiving with those are a delicate thing and unusual )
Light fighter is the only thing that can catch a freighter, no?
As for idea, regardless of my changed impression it still relies on what I have described:

And to top it all off, with current ship ballance there's very little chance that even if he manages to catch the freighter, that smugler won't give him hard/long time killing himself.
I do love the idea now that I got a fraction of it's taste, but it will need some good spice flavour brought by non players. And currently I can't think of anything better then NPCs and not only stationary ones :| I do sound like a broken phone right now, but it kinda is truth.
For suggestion I can not really make any clear one, it needs to be tested a lot, but NPCs 3-4 of which can take out one player who is flying freighter or anything smaller would be nice. Ballancing odds could be done by a properly worked out re-spawn time of those NPCs, so that they do not spawn immediately after you killed them, or even during it. Pause in 10 minutes or so would not annoy greatly players who do those runs, and if players who went on to catch smuglers managed to get them while they were in such fight, they will have some time to do RP. I think it's not that bad of a deal. Worth to point out tho that said NPCs would have Cruise Disruptors, to ensure that people attempting to land will get slightly or greatly slowed down.
I was hoping this would be completely stupid so I can flex my sarcasm muscles, and passive aggressively explain how the poster is a complete idiot...but...this is actually a fun idea.
Screw the haters on this one, I love it, lets do it!
Well... I like the whole idea of the planetary atmospheres like Tomioka, it looks really cool and it's a nice place for events and such. That would be ideal if we want to have some sort of "battle for Leeds" or something.
Then 90% of the server will now be in Manhatten...
I didn't get to read, but and-assuming-since, no ship restrictions? Also, heavy Radiation damage to make sure people don't camp the atmosphere. Least without a module that would make ships sustainable in the atmosphere. Already thinking ahead to precaution balancing. I mean the atmosphere draws on ships greater than in space for fuel consumption. I believe the atmospheric systems shouldn't be meant to stay in them very long.

Honestly I wouldn't want to see this gimmick rolled out excessively. It was trialed in Nagano so that's fair enough. Leeds would have an actual mechanical use for it as an extension of the blockade running / ground combat feature. There's no reason for it to be added somewhere else unless there's a compelling argument as to why it'd be beneficial.
@"Zigeris" - current ship restrictions as applied to the smuggling satellite would still be in effect. Snubs and freighters only. Not plausible for larger vessels to be operating in the atmosphere.
