I witnessed with my own eyes today something rather disturbing. An Outcast Dreadnought under the name of Arrosa was allowed to dock on Rochester Base to escape the Liberty Police. This all happened whilst the Congress Vessel Mascius was standing by and watching. Do something about this. Guncam footage of said encounter will be provided with this transmission.

Yes, we stood & watched as you allowed Arrosa to run around NY, quite a ride it is to Rochester,
one wonders if Liberty has the resources to keep the act up.

From the records available to me, Congressman, this isn't the first time this has happened. No doubt will it be the last. You need to remove that Outcast's docking rights for good and all will be okay. Stop this from happening, Congress man seeing as you said nothing on the day to stop him from docking.

"Throats will cut" isn't the best of things to be saying when you've been told to stop him from docking.
