I imagine you remember me. I'm David Starr, from OSI. Last time we talked, I was director of public relations, and we talked about joint ventures. Since then, the relations between the Order and the 'majority' of Zoner groups have gone down the drain, to the point that we cannot dock on each other bases anymore. That, in my opinion, was very unfortunate and precipitated.
More recently, Mr. Kelly suddenly retired from OSI, and moved to an undisclosed location. Undisclosed to me, anyway. In the last meeting of the Board of Directors I was chosen to be the new CEO.
That's when I was revising all the paperwork left undone and I stumbled upon a maintenance order for 3 Order snubcrafts. Kelly left it in the drawer, since order/zoner relations had deteriorated. I imagine he concluded you wouldn't authorize us to fly them anymore. So I decided to contact you. It's the perfect motive to try and re-establish some sort of relation between our groups. If not be allies like before, at least to the point where we can dock on each other bases again. And this can be the first step.
So, with that being said, I request formal authorization for Omicron Supply Industries to continue to use 3 (three) Order snubcrafts, models and transponder designations as follows:
These ships are stationed at Gran Vista Orbital station, in Omega 49, and shall be used for the defense of the system, of Planet Gran Canaria and the stations in orbit.

Resignation of CEO Kelly is good news to our organization, as well your stabilizing motion of assuming regency after the void your past leader has left. For now I will keep it brief but least assured, we will come back to this topic in near future. I have yet to assemble The Order Overwatch to discuss recent events.
The Order ships in possession of your organization, for now should remain in your hangar. We're not aware of their maintenance status but our data indicates you were given now outdated Bastet class fighter. Its status as discontinued variant does not bode well for any pilot that might try to fly it... and before you ask about upgrade, Bastet mk2 is based on entirely new hull platform with different amount of engines to note. Next time we're around, we will take it for decommission and decide on future of the rest of your vessels.
Now I understand why the mechanics say they cannot find parts for the Bastet. Well, we will keep them on storage at Gran Vista Orbital, until the Overwatch sends someone to check the birds. If needed, we can move the ships - via transports - to a 'neutral' station, one that its defense systems won't activate when the ships from either our organizations enter scanner range...

Change of leadership among OSI is an opportunity I want to spend on discussing Zoners both internal and outside politics. I will not bore you with meaningless tidbits but directly head to the issues that continue to split us. I do not think it would be possible to achieve under last leadership... and it would not be hard to imagine why.
First, something familiar and relevant to you most of all Zoners: Gran Canaria. The Order had its eyes in Omega 49 during the last conflict between Coalition and Corsair forces but never itself intervened at the time. Our relations with Corsairs are fragile keg powder at best and we are still bound by cease fire with SCRA, temporarily ceasing unsolved dispute of older times. Now, where you come in you may wonder? We want neither to succeed and are willing to commit, preserving curent status quo if neccesary. Current Zoner-Order relations hinder any potential intervention... and Zoners alone may loose that freezing rock forever, unable to stop oncoming slaughter if the war re-ignites. The Order might be just that guarantee you need that will balance the scale appropriately.
Second, we are highly disappointed with state of affairs among Confederation of Freeports. Closest to our home is Freeport 11, which under command of John Douglas kept relative peace as far Omicrons go. Nowadays, it is hostile depot forcibly taken over by entity with no experience in affairs of Nomad infested worlds. It would be a shame to see it destroyed, given The Order is not willing to protect current regime. OSI as we believe has firm say in matters of CoF. We want this station released with new independent administration, bound to never enforce No Firing Zone again. We will have none of that so close to us.
Third, matter of TAZ. This chaos cult is no friend to us and nothing will change that. Their interference in matters beyond their understanding caused us lots of grief. I cannot guarantee their safety so far they continue on path they chose. There is not much to say about them other than this reminder. Any attempts of theirs to influence anything in the edge worlds will inflict unforeseen consequences even by their standards. The Baffin "siege" was all but a single recon cruiser and you know how it escalated. That saying, we do not wish them to be part of the "peace" talks.
Well, on the matter of Gran Canaria we are in full agreement, I must say. I don't want either group to gain influence in Omega 49. Anytime they try something, only thing they acomplish is harm the planet and its inhabitants. In my opinion we need to keep them occupied some place else. As long as they are far from 49, they can kill each other whenever they want.
On the other two subjects, I'm afraid I cannot do much. I don't need to talk about TAZ, you know they don't listen to us, at least not as they did in the past. And about Freeport 11, that is also out of my powers. OSI has control only over a few stations outside 49, namely Freeports 14 and XV. We have no saying over FP11, other than any other member of the Confederation: a vote. For anything to change on FP11 it will be a long and difficult process. Meanwhile, since the NFZ is theoreticaly in place for the time being, I suggest you 'use' it to your benefit, for now. Perhaps reporting to me if some shady ship docks, or even breaks the NFZ, and I can forward it to the CoF. You can cause a lot of trouble to your enemies that way. This can even help with the FP11 situation. Anything else will take time.
For now, we should restart relations between Order and OSI. The Omega-49 situation is a good ground for that. And it should highlight to other zoner groups that they can also re-approach Order with no fear.

What can I say. Things have moved much faster than I thought they would in the matter related to TAZ.
As you obviously know, the S.I.C. have split TAZ transponder codes from the general Zoner ones, and our IFFs are no longer incompatible, what is very favourable to our talks here.
We could start by putting those three birds stored at Gran Vista back to the air, meanwhile resuming our supplies to you... What do you think, Admiral? We should keep a 'small profile', because of the rise in activity of Core ships in the last months, but anything is better than now that we move nothing, no?
Any more 'sensitive' cargo I can deliver myself, on small quantities. I am eager to test the new engines just installed on my Dromedary freighter. * smiles *

Of course, I have been notified about it and have been monitoring situation, including Omega 49. It is quiet... perhaps way too quiet. Nevertheless it works in our two's benefit at the moment so I should not complain. More intelligence will have to be gathered on Coalition before we can make a move.
Logistics operations are also a welcome but with some slight changes to previous flight routine... Do tell me, what are OSI interests in Northern Kusari, as well your diplomatic stances in the region? It is one of those approaches not yet tainted by Core in significant way.
Northern Kusari, ahn? Well, we don't have any particular interest there, besides the normal supplies gathering. But we have and had in the past a few business deals in the region, and right now we have a non-agression agreement with one not-so-lawful group. But we are no enemies with any other group there - discounting the ocasional 'contribution', what is barely a problem - and we still consider the GMG our friends, even if we don't do as much business as in the past, except for the regular H-Fuel supply, of course. And of course we have no problem with the authorities.
So, what do you have in mind, Admiral?
Oh, and about the Colalition, in the recent few days I've seen some of their scouts passing by 49 again, and once I saw one of their Cruisers, but aparently they were just passing by in the direction of a jump hole. Any news I will let you know, of course.

Aparently TAZ is disbanding, somewhat. They already left the Baffin system, carrying all their discordian relics, and went to an unknown location. They didn't told us why, but the fact is that they already left, and Baffin is now under the protection of the Crayterians. The gallics of the Council are also patroling the system. I am monitoring the situation as it unfolds.
But my main issue for this communication is the Coalition. In past comms we discussed the situation and our worry about the status quo of Omega 49. Well, lately a new group appeared on the system, using old Reaper of Sirius IFF's. They call themselves "The Fallen Angels". As you might imagine, our neighbours of the colalition are not happy about it. And they are already causing trouble near and even in orbit of Gran Canaria. If it's not asking much, Admiral, and since you already expressed your worries about the safety of the system, what can Order do to help us avoid yet another war in orbit of our planet?
