Miss Kerensky,
One of my pilots informed me of your conversation with her. Needless to say, I was shocked when I heard that a Liberty agent is willing to work with people of Malta. I guess what they say is true - desperate times do call for desperate measures.
First of all, why are you interested in the relations between the Nomads and us? From what I understood of the conversation you had with Verratti, you need us to draw some of the Gallic fleet to the Taus, no? I'm curious as to what do Nomads have to do with that? And to answer your question, si, the Maltese have always been divided when it comes to our relations with them. There are worshipers, who are currently the most powerful organization in our society, unfortunately. There are people like the Brigade, who tolerate them, and there are those that completely oppose the Nomads, but as soon as they try to state their opinion, they are silenced and never heard from again.
As for the Gallics, my pilot already explained that fairly well. We have numerous enemies in Taus, and while we organize occasional strikes against them, we can't do much. If you have a suggestion on how to deal with the Gallics, who already occupied Kusari and are pushing back Bretonia and Liberty at once, I'm all ears. As much as I'd like to believe that the Maltese nation is stronger than two houses combined, I'd prefer to remain realistic. Also, we will probably going to need a very good reason to even consider helping you.
Anyways, we can talk through this channel, but meeting in person is a viable alternative. Both ways work for me so I personally don't care if it's one way or another.

Mister Maria,
I'm glad that you could get back to me on short notice. It was me who spoke with your pilot, Lia, And yes, you are correct. Desperate times do call for desperate measures, although our view is that it isn't unreasonable to want to pursue all avenues of possibility to find the desired outcome, regardless of the amount of desperation involved. It's with this attitude in mind that we sought out your colleague, although in reality I grabbed any Outcast I could find. Your Lia just happened to be there.
As to my inquiries about the Nomads and about Gallia as well, these are two separate matters. I inquired about the first because the our view is that the more enemies that the Nomads have, the better for everybody. My question was more aimed at obtaining information regarding the disposition of the Outcasts in terms of those who are for, against or ambivalent regarding the aliens. In this regard, thank you for filling me in, although I had hoped that it wouldn't be skewed towards those who did the worshiping.
Concerning the second matter regarding Gallia, we were more observing out loud the interesting strategic position occupied by the Outcasts. At this stage, you have no reason to even consider any intervention, let alone on our behalf.
Agency 404 and I contacted you with the express intention of querying the first issue, that of your orientation to the nomads. Traditional wisdom dictates that Liberty would prefer the Outcasts to be as weak as possible to discourage the influx of Cardamine through our borders. However, it is not difficult to observe that we live in times dictated by necessity rather than tradition. As a result, the Agency believes that we would prefer a vastly stronger, unified Maltese Nation. One that is, at the very least, uncooperative with any aliens that may or may not make themselves known to you.
Of course, unified Outcasts also presents the possibility of increased Cardamine flow into the rest of Sirius. Frankly speaking, the Agency has taken the view that the only problem with Cardamine is that it enters Liberty, rather than the normal position of it being inherently evil wherever it exists. To be clear, that's just the Agency's point of view, and does not signal any shift in how our government views it. The "war on drugs", and all that. Besides that, dealing with smugglers already ranks as one of our lowest priorities.
The Agency is eager to offer support to aid those Outcasts that do not worship the Nomads. Our first priority is to ensure that the enemies of all humanity, as we view it at least, are as isolated as possible.
So, with all that bluster out of the way, what we really want to know is this:
In exchange for working towards this outcome, are you willing to accept assistance from Agency 404? What forms would you prefer this assistance take?
I am happy to meet you personally to discuss this issue, if you wish to take it further. Like you, we also do not have a preference as to where negotiations take place.

While it is true that there are Maltese that oppose the Nomads, they are but a minority compared to the worshipers, let alone those like myself and my Brigade, who tolerate them simply because we don't want yet another enemy at our doorstep. Fighting on multiple fronts is not an easy task, which I'm certain Liberty knows well. The Nomads have helped in fending off our enemies more times than I can remember, and I don't see how turning against them would benefit my people.
Anyways, this is not a discussion to be had over neural net. I'm currently in Liberty, taking care of some business and I'll be around for a couple of days, so this could be a chance for us to meet. How about Kansas? It's a fairly remote system from what I know and would probably be the best place in Liberty for this conversation. We don't want anyone sneaking around, si? If that works for you, contact me over the private communications so we can arrange a meeting.

Mister Maria,
It seems like before I got around to replying, we met in space. Well met, by the way.
Unfortunately it seems I couldn't offer you anything that would be useful to you. There just seems to be too great a distance between the Outcasts and our operational area of the Republic of Liberty. Unfortunately as you might have gathered from our conversation, the Agency does not specialise in Nomads either.
I've made some inquiries with the sources I mentioned when we met, but unfortunately they don't seem willing.
Nevertheless, as we agreed, we can keep lines open if you find that there's anything I may be able to offer in the future.
As we have no business to discuss, I would be happy to take you up later on your offer of a friendly drink somewhere quiet.
