Well, nothing is really impossible. Look at the geopolitics in the Eastern Europe, you-can-guess-where. Pretty much offering/enforcing a citizenship, while being a immature "state" is actually a reality. There is nothing criminal for Core to iRPly do this kind of stuff, because... What prevents them from doing so when they have bases, fleet, economy (well, their status is another question though)? If they iRPly can, than they...Can do it. And obviously iRPly it is up to everyone to accept their terms or not.
And I think southern Omicrons pretty much revolve around Core. At least they have a major influence on the common barycenter.
Come on... 10 million is not a big deal. And - e.g. as an indie who does not want to be part of the shooty shooty conflict - you can even buy yourself protection. If you get busted one time less because you bought this, you it has already paid off.
And for all those who do not want to accept it, you get a reason to roleplay and tell Core you won't take it and rp the consequences.
I do not see the huge issue here.
It's part of a dynamic, player driven roleplay.

The BHG, The Core's origin, is hundreds of years old. [HF] and SCRA| are other factions that have employed the use of citizenship. Core although 'new' in it's current inception, is by no means a 'baby' faction in the Edge Worlds.
And whilst the Omicrons are on the fringe of space, they are by no means uncharted. Especially systems such as Delta and Rho. I don't think the Omicrons revolve around us. Each faction has their own influence respectively.

Information page has been updated. It accurately entails who is in the current Core HC (as there was some confusion earlier). I'll also be updating the lore with recent events such as the Battle of Nauru/Dabadoru and the Delta stuff.
Also if there's any more questions in this thread that have sprung up in the past 3 or so weeks please bring them to light because my HC may have missed them in my posting absence, and going through pages of monotonous PvP-related feedback isn't that thrilling.
As some people have made queries regarding it, In regards to economy Zoners were never really that essential to Core's economic status. Ergo, why they weren't very nice (subjective ) to them in the first place.

More so than the pilots, Core Marines are known to be ruthless, merciless and extremely well-trained. Upon joining, most undergo conditioning at a higher level than normal pilots to prepare them for the Edge Worlds environment. When the Core began its operations on Planet Nauru, it's Marines wasted no time in massacring every man, woman and child they could find within the Corsair Mining Bases on Planet Nauru.
So lyth, if your going to sit here and tell us that Core are the good guys, then I'm sorry to say this, no, just no, this is not how this works. I'm nice when I want to be myself and I want to help you and Golly out a ton but now I will put my foot down

Good news for you, I remember when I did this, its a cool little thing called the Solar Runners but I got some bad news, Lyth, as far as I care to even look at Core, you remind me so much of ZA Falcon, the one who came up with the "We at war now, no RP anymore" Meme..before he died 10 times again then got sanctioned but regardless. I honestly hate to be 'that guy' lyth, I told you on TS things would happen if you attacked the Freeport, Laz was right there and he screamed at you that it was a bad idea and yet, you did, you attacked it to prove a point that your willing to go to extremes should anyone dare look at your faction funny, I know myself this is true as you protect your faction like how a priest protects people by throwing holy water at them. Many people got things to say about Core and I'm shocked none of them have. I myself TRIED for MONTHS to get you and Golly to sit down and each and every time I tried to speak with YOU alone you got so defensive that it actually made me sick that I tried.
I know you will respond, I guess I saw BW and others do it before hand and no, this is not a hate post, this is me asking you to FINALLY step back for a few minutes and talk with people to work crap out.
