Unbalanced weapons.
Server rules restricting use of said weapons.
Lots of newbies.
Outcasts and Corsairs will become omg big if they are the only ones using those weapons, purely because they are so good.
If you want to restrict the weapons, restrict the ZoI's more, or membership numbers. So the RHA don't get trounced by the Corsairs every time they meet etc.
You could just ban the use of those weapons totally. You would still have the Code weapons and Nomad guns, plus the various Class 9's (And the Goddess' class 10).
No Supernova Cannons, No Cids, No Razors.
Until the other factions have a suitable replacement of course.
OR you could apply the Xeno theory to all factions. They are poor and so they do not get much. Yet many people STILL join them. I think that shows quite a lot of dedication to roleplay.
Applying it to all factions would mean player factions come into line with their respective NPC faction far more. Essentially restricting the weapons to what you strictly should have.
You would have overpopulation problems though. People who care more about winning than roleplay (Which is fair. The objective in most games is to win after all. Though I prefer roleplay personally.) and new people who simply want their UBAR weapons etc, would flock to certain factions such as the Corsairs, Outcasts and The Order.
Weapons ARE balanced, most factions have lvl 9 weps...
Newbies could easily learn how to play if players were more careful. With John Smith, I gave 1-2M startups to all CSV newbie I saw, with the promiss they would change their ship quick. I wanted to buy better equipment with this money, but I'm a trader ! Giving my money is not a problem because I'll make more quicly. And I can't stand OORP because of non enough money. This is a little step, but also a start in RPing... if newbies could buy quickly a neutral ship/equipment, with gift of other players and (I hope) advices, they would understand what RP is and, later, apply it !
Instead of taking a screenshot and bannish them, I just say : "what ! a...... in a ...... flying in ..... ! how strange" and, if they look to be in need, I give advices and (if I can) money. If any experimented player do that, things won't be perfect, but at least newbie problems would be mostly solved... No ?
I think RP should be a natural thing, not "have to", but "enjoy to". I agree that, with PvP-mindeds, it should be hard to comply, but let's try ! In JG, the main word is "fun" : fun in play, fun in RP or fun in PvP, but no negative attitude. no "argh he got me ! I'll kill him next time !", only "dang ! good luck guys, I'm out !" or "He got me, run and let's meet further." I know JG is not the whole game, but I'd like to put some of its good mood in the whole server. We can loose, and stay gentle...
OK for gentle RP, OK for gentle PvP too. What do you prefer ?

Now Wilkins here makes the point that some people have better weapons than us. Well Wilkins, you nob, they might. But we have better pilots.
As for using other weapons. Wilkins, you twerp, where's your pride? I wouldn't use a del cid if it came with a free two week holiday on Gaia, contraceptives included.

I think that this blew in everybody's faces because of the sudden change in policy. That's the original reason, but then there has been some ugly scenes and an ample display how people think about the Disco.
But what ignited the whole thing was the sudden change in policy. After reading a lot of threads I have reconstructed what happened.
A) Some outcast? reports corsairs having imp. debs and Tigershark. I do not know why this was such big news to any in the admin team since everybody has been using them for months. And I don't go to into discussion why someone reported.
B) Somehow that drove Hood over the edge and he decided to act on it. Perfectly within the rules, but not de facto rules the community had agreed on.
C) We have a bash fest in our hands.
I think this whole incident has been very bad press for both OC and Corsairs. OC (if they actually started all this after all these months) for whining about getting whooped. And for corsairs coming across as pvp powergamers.
In my opinion some of the people have lost the Peter Pan inside. You forgot how to play. It's understandable after people have invested insane amounts of time to this project of theirs they call Disco.
Just for the record - I am still having fun, despite that, as a KNF officer aptly stated it today, Kusari is turning into a new New York, rife with oorpness.
And, although the change may have come abruptly and hit randomly, I'm all for the basic idea of enforcing the rp rules as much as possible (SN and armor upgrades would be the points I'm willing to concede without argument).
I'll add that I would be for a password on the server, available from the forum when logged in and changed every week. That'd force everyone to come here at least once a week...
