Seems fate has once again blessed us with another reason t' communicate with one another. I'll make this brief though.
I'd like t' request any and all data concerning the Maltese Black Guard. Possible identifiers include "Black-13" and "Black-9". Black-9 has been confirmed t' have been in the Omicron Delta system, and from the report received was being chased by a Core vessel and illegally moored on Freeport 11. When questioned by CoF personnal, he feigned ignorance over our laws, and refused t' leave Freeport 11 and it's NFZ, per Section Two, Article Four.
Not 24 hours ago, I was approached by a Black-13 within the upper Omicrons, and was accused of threatening his counterpart, as well as not providing aid. He fully admitted though t' Black-9 refusing t' leave the NFZ when asked. He proceeded t' then fire on me aboard our flagship and headquarters, the IRG|Ingenuus as a"warning". Needless t' say, I will not stand for such acts of idiocy.
I've sent a CoF-wide transmission informing all Zoner station Administrators that members of the Black Guard are t' be denied access t' any and all Freeports and Zoner facilities, until further notice.
I appreciate you looking into this, and such intel will not go unrewarded.

My name is Matt Bishop, the Guild Master of the Core. I took over this message myself from a recent encounter with Black-9 onboard my Mako.
This guy, or at least Black-9 is harmless, he didn't put more than a dent in the WV-Nemesis' shields. He lost his ship in the process. But yes, any other intel on their motives and what they're doing will be provided.
I'd also like to ask permission to take out their vessels even near the Freeport, evidence from the recent encounter suggest they're infected vessels. I don't take likely to people with giant tentacles sticking out of their mouths waiting to give their next victim a kiss of infection.
If you decline, take note that it might happen anyway, nomads aren't the types to respect human laws.
Thank you for your report on this vessel. If indeed they are infected, that is quite alarming. Do you have any proof t' back up that claim Guildmaster? If there is evidence t' suggest such, I will be informing Freeport 11 staff t' run blood tests and scans of all personnel aboard t' ensure an infection has not spread. Perhaps it would be a good idea t' do such anyway...
Regardless, on t' your request. While I certainly respect and am thankful for your assistance with removing this vessel before, any hostile action within the NFZ of Freeport 11 is risky and is a threat towards those aboard. What I will do guildmaster, is authorize your vessel temporary allowance t' remove any member of the Black Guard within the NFZ IF said vessel is acting in a manner that suggests he is a threat towards the Freeport. This includes threatening Freeport citizens or those within the NFZ, or actively engaging anyone within the NFZ of the Freeport. Should such an event occur, I request that a detailed report be provided shortly after t' the Confederation. Keep in mind this is for your capital ship ONLY. All other Core assets will be held accountable should they break any of the Confederation laws.
With that said, any action from you or any Core vessel within the NFZ that is outside the stipulations presented above will result in automatic removal of said temporary allowance, and will have further consequences associated. I understand that a ceasefire is in place between our organizations, and tensions are still somewhat high between us and the Core... but I am hoping that by working together in some matters, we can find a peaceful resolution and coexistence in the Omicrons. Don't make me regret that guildmaster...
