Good day, honourable officers of the Naval Forces.
I'm Flora, a freelance scientist and a part-time merchant. I'm contacting you due to a certain... unpleasant situation related to the sudden commotion around Mining Station Sagan. The incident in question took place when I approached the station's location with a transport vessel of mine, the Emerald Dragon. Upon arrival, my cruise engines were disabled by an unmarked Condor, the Kusousagi. Its captain claimed that the area is under a lockdown by the Naval Forces and that I am to vacate the area. My scanner did pick up a ship bearing the markings of the Naval Intelligence, but it remained at a distance and did not take part in the conversation. The Condor's captain supplemented the lockdown claim with a threat to use force, should I not comply.
I am not someone who takes such threats lightly. I replied to him in kind, which only resulted in the captain repeating his demand, giving me ten seconds to comply. At that moment I decided to question the Intelligence officer whether he is actually aware what it going on in his proximity. I received a rather grumpy response, and when I was trying to find out why are the Naval Forces allowing random mercenaries to use lethal force against civilian traffic, he authorised the Condor to engage, following up with his own weapons fire seconds after. Devoid of any options, I was forced to seek shelter within the docking facilities of Sagan itself.
The situation was baffling at best. I have no criminal history with the Republic, the Raba is not an outlawed ship and salvage operations are not against the Legal Codex. And yet, I were met with an unwarranted and unexplained attempt of execution on the spot, at the hands of law enforcers. Why?
The Tokkeitai will proceed with an investigation regarding this incident.
Before collecting Kusari Naval Intelligence explanations, it seems necessary to reiterate mercenaries enrollment has always been frowned upon by the Admiralty, and could actually be interpreted as a violation of Kusari laws, namely section 5.4. The only notable exceptions have been Bounty Hunter Guild and Reaver Mercenary Company, entities which were formally contracted by the Political power in place.
Secondly, the Tokkeitai would also like to restate Kusari Naval Intelligence, while being a largely autonomous division, still isn't an independent entity and is thus under the command of Naval Forces Admiralty. In that regard, the Kusari Naval Intelligence wing operating in Shikoku system acted in a rather concerning manner, as it largely ignored the directives of the flag officer reviewing the operation, namely Vice Admiral Sakamoto Ryoma. The wing actually took initiatives on its own, which is a breach of the chain of command.
Kusari Naval Intelligence personnel duty is to gather information, thus the Tokkeitai does not believe an ignorance of the officer's grade is a valid excuse here.
The Tokkeitai does not deem necessary to proceed with interrogations for now and will wait for Kusari Naval Intelligence testimony regarding this operation before taking any further actions.
