That is not standard operating procedure for any police or navy faction I know of, nor is it in line with any posted laws.
In short, you could appeal to the appropriate police or navy faction, and probably should. The Navy ID by itself doesn't grant permission to make new laws, after all.
Meh... It looks like they're just the Northern Fleet (finally), but eh... Looking at the "Major RP coming! OMG NOWAI!" posts, looks like they're something more. I'm intrigued now... I'll stay tuned, although in my experience, 3/4 "Major RP coming!" things end up in another few months of nothingness and are then forgotten.
1. Yes and no. It depends on where you are. The QCRF is specifically named as a small, eccentric organisation within the BAF. The KNF is led by a Taisho, not a Gensui Taisho. The SA is specifically named as half the Navy (by the way, was the SA guy in Colorado? If so, he needs to read his faction's post). Rheinland is the lone exception currently, due to the existence of an admin approved faction named the Rheinland Military.
If you consider the LSF a House Military, the same thing goes for them as it goes for Rheinland.
2. See above. This is more a matter of player enforcement. It is illegal to steal ships in Rheinland and impersonate their officers, but it is also illegal to smuggle cardamine or blasphemy against their deity.
3. In Liberty's case, no, since they are not part of the Southern structure, which operates seperately from the Northern one we can assume they are part of. In Bretonia's case, no, for similar reasons, though it gets trickier if they are RPing an Admiral. In Kusari's case, no, because they'd be under a different Taisho.
As stated many times before as long as the indies respect and uphold the laws that are made by the lawful player factions in that space, they are well withing their right to act as the Navy/Police whatever they want. And traders and others in space have to respect them just as they would in this case, the SA. If they're making up a new law or doing something completely ooRP, you just inform any SA officers around and we'll sort it out.

Uh... well, the RM's current policy on indie Rheinland BSs is to kill them. Also, what on earth was he doing with an IMG tag? Very strange...
