This feature is bug abuse and reportable
If people were sanctioned for this, there would be far more entries in the sanctions section.. Sad is, that this thing is being abused pretty much everytime somebody enters cloak.
To the main topic: I think it is a good change, especially with the cargo limit. I don't think that 10 and 3 seconds are much of a difference when an evading pilot smacks the cloak button right after the shield fails.

Cloaks aren't meant to be the end-all-be-all of escaping fights. They're not supposed to be a guaranteed escape every time. With a 3 second charge time on fighters, it was.
And as the admins have been saying since cloaks were added, they're not meant to be used for escaping fights.
But I'm glad to see that gunboats have a useful cloak now, will be putting this to use

People - do understand - but, as you mention that it's not supposed to be guaranteed escape everytime, it doesen't needs to be supposed to be guaranteed death, too. I mean, we did got /conn for this, didn't we?
I see some of you mention how CD missiles are finite. To be honest, nobody would run from single fighter but when you have 3-4 of them plus a capital vessel, which became regular for me to encounter every time I log for a year already, you simply die due to CD spam.
So, if it is so painful for you blue hunters to fix the Cloaking Device, I'd suggest doing something about CD missiles or, I will repeat myself again, since you smart ones (even devs lol) excluded while quoting me;

I mean with these changes, you lowered the chances of survival even more.
CMs can help you escape but don't guarantee it. Cloaks, in their new form, can help you escape but don't guarantee it. I don't see the problem. With 3 seconds on fighters it was literally "press cloak to win", now it's "Devise some kind of strategy to escape". Use your wits. Space is dangerous.
