It is a pleasure to contact our allies in Kusari about a situation that could provide us all with great opportunities for the future.
I am speaking about Planet Saigon and the chances that rest hidden in it. We expect the Houses of Kusari and Rheinland, as well as the GMG to sooner or later get into a serious competition and conflict about the planet, but at the moment all the major House players are occupied with their own affairs.
This opens an opportunity for those who are much less restricted by political majorities and slow decision-making, those who know how to use them when they appear.
The Corsair nation is looking for a sustainable source of food, and Saigon, seems to have arable land masses. While the Corsair Nation can hardly put a claim to the planet and succeed in securing land there, I am sure that we could be helpful in shaping a political and military environment in a way that would allow our friends to get themselves into a favorable position in the conflict about the resources of the planet. Once you gained control of the planet or parts of it, the Corsairs could access a source of food via our trusted allies. That's the great vision.
But taking small steps, we have to make sure that farming is possible on Saigon and that the great vision is a realistic one and deserves our full attention.
Therefore, we suggest the installation of a secret farming facility in which experiments on different farming techniques could be tested. We are putting much hope on our friends in the Farmer's Alliance and their expert knowledge on how to overcome adverse planetary conditions.
We are putting this out, in order to gather your opinion on the doubtlessly ambitious project, but the opportunity seems too great to let is pass without taking a shot at it.

The pleasure it all ours. I don't know if we have exchanged words before, if we have not then is a perfect chance.
Kusari and Rheinland are both at a stalemate position regarding the system and the planet but the Guild has made their move. Unfortunately for them it has fallen to some heavy critics within both houses and some other organizations. It is safe to say that their claim holds no weight at all. And as you might assume it's time to make our move.
Samura as the only corporation in the both houses around the Sigmas that have expertise in agricultural enrichment of the planet might as well level the ground and any disagreements houses might have when the colonisation starts. I know about strict prohibition of landing and settlement on the planet imposed by both houses, but if Samura uses its reputation to draw both houses at the table and negotiate some sort of deal, well then, that would just be the perfect outcome. We can make an initial kickstart and carry the torch of whatever is there to happen in the system and the planet and still get support from both houses. That part will ensure legality in between houses and leave us safe from any unwanted attention coming from them.
Second part of the plan will be bringing in our allies to the planet. Farmer Alliance has some of the best experts in the fields of agriculture. Hogosha have the special connections and abilities required in bringing any supply support to frontier worlds. And in the end Corsairs have their might which will be of the utmost essence in securing the system and the planet from the Dragons, Golden Chrysanthemum, Gas Miner Guild and any allies they might have and invoke to attack our assets.
From our initial scans of the planet Saigon we have determined that the planet is habitable and able to support all needs. Plenty of space for colonisation and turning endless surfaces into food manufacturing farms. Countless other possibilities planet like that could bring. I need not mention that the amounts of food that can be produced on the planet can forever solve the Corsair food shortage. Both due to the quantity and the close proximity to Omicron Gamma.
As you have said, installing secret farming facilities on the planet for more detailed testing would be an ideal solution. The prohibition of landing shouldn't be much of a problem. It's not like the patrols are around the clock and the scans from space are hardly going to pick up installations on the surface in some obscured and remote places.
I look forward to your reply and any suggestions you might have regarding this plan.

my dearest friends. I find this rather pleasant that our plans are perfectly aligned together. You see, the Farmers Alliance have seen the high potential from Saigon. We have already commissioned there our flagship - Battleship Kumamoto - generously donated by the Corsair Empire "Legate" Dreadnought. The Farmers Alliance will be doing our best to get rid of unwanted presence around Saigon, but if the Rheinlanders shall move in - we barely stand a chance against them. Even with the military training received from Imperial Navy, our skills and numbers are not enough to fight too many opponents.
Kyushu Farmers Alliance, as the name suggests, is primary focused on Kyushu System in hope to retake it from Republicans. After the moment when Imperial Navy moved in, however, we do not need our full force in this area anymore and can use the chaos in Republican army to gain stronghold in eastern borders or Kusari. Saigon is a perfect opportunity.
Our farmers developed many new sorts of crops which we can grow and on Planet Saigon. Along with the new advanced fertilizers and technologies to deliver water to the fields, we plan to decrease the time needed for every harvest to grow up by ten percent. Also, our "Raba" transports received modification to carry stronger weaponry, such as Corsair Gunboat Turrets to get rid of anyone who will want to intercept our operations.
With the military help from the Corsair Empire and material support from Samura Industries, we can set up first active agricultural centers within a weeks. And after just half a year we will be ready to present the food grown on the Saigon to the Kusari market, heavily striking on the Synth Foods. Of course, Corsairs shall not be forgotten and the needed quantity of food shall be yours to collect.
The Hogosha Association, I believe, shall also be interested in Saigon. I propose to invite them as well.

The council is glad that our allies in Kusari agree with us regarding the advantages that Planet Saigon will bring us.
The first order of business will require the Farmers Alliance's experts. We will need your technology and expertise so we can send expeditions and research teams to have a better view of where we will set the first laboratories, farms and how well the crops will grow there.This should confirm that, Saigon has in fact the proper conditions for us to start this project and produce the amount of food that we require.
If the results confirm what we want, well then that will be most fantastic noticias. We can begin talking about the second phase after this. Which will require a more active role from the Samura Heavy Industries and the Hogosha Association.

This communication was just put in front of me. Unfortunately, the larger FA movement has once again splintered and the AFA has once again, risen to the top of the FA food chain. While I personally don't care a bit for Planet Saigon, it seems that Samura is interested in the Planet, and we in the AFA will always do what is needed from Samura. This planet is far from Kyushu and the logistics will be difficult, but put a list in front of me of what is needed and I will see to it that it is taken care of.

We are facing a bit of a problem here. Our Sigma scouts did not return. We've sent more, but they didn't return as well. It seems gas miners are intercepting Imperial vessels there, caramba! So... Hereby I come with yet another ingenious plan:
- we will send more scouts to Saigon
- in the same time another wing will make a diversion where we think their HQ is - at Sigma-19
