I do not understand the point you are trying to make on punishment by using Mandela as an example.

They game rules were always the same, NoMe. For example, not posting ooRP in the roleplay section, giving ships inRP names and not modifying ini files were ALWAYS a thing. The only ini files that are allowed to be edited are those regarding the graphical user interface and the blooming mod. Why would you think that editing mining values is allowed? Why did you never think that it may be a bit cheesy that you think you are allowed to do it while others play with the normal values? Isn't that a bit unfair towards them?

Care isnt the issue this subject is laughable.. I said something close to this. it was originally from a very old treatise of crime and punishment.
There is an established procedure of unbanning. In this case a second chance is a cheap and effective tool to dismissing the matter forever. all of these.. goofy.. appeals of caring or uncaring or peoples worth in this community is moot.
the only thing admins will demonstrate by not granting a second chance is there literally paranoid laz is a masterful source of anarchy that will disrupt their lives irreparably again. a narrow view. they need to focus on what counts.
Which is the hypothetical second ban. ban him again he can stay out forever and you dont even have to worry about it. But not giving the chance for laz to conform. begrudgingly or not. shows intense unprofessional thinking and bias.
This topic is ridicilous. Can't tell what a proper solution would look like. What I can tell is that some of the most serious offenders have been admins at some point. Now everyone may conclude by that whatever they wish.

What is laughable is people going all out for second chances, almost white knight level, but only for the people they actually think deserve one.
What about GamerGirl, Alhimik, Snakelancer, Sava, Burak, Exodite, Hone, Lyth, Makc or many others. Oh wait.
