Looking at their id, whatever they do, brigands can do better (Access to gunboats, Kyushu in the Zoi..).
And while role-playing with NPCs is a whole lot of fun (read fly in Gallia), it gets old pretty fast, so 99% of the activity would be made in the Taus, I suppose? A place already covered by Outcasts for unlawful thingy dingy.
So what gives?
There is unique role-play potential, sure. But it's a marginal incentive, these days.
Don't get me wrong though. It's great to see you motivated doing stuffs, and I will help you if I can. But I'm afraid it will turn into this kind of thing that dies one month after its foundation, due to lack of potential rule-wise and despondency once one notices he will be pretty much alone in spess.
