Well, I for one am fed up off all the OORP in NY, but, if we just tell them once, and leave them too it, it will continue.
So, I suggest we 'reward' them, by, say, if one comes on and says:
'HI NEW YORK, I'M NEW HERE:D'
We go to Private Comms and say:
'Please, this is an RP server, if you go OOC, people don't like it.'
'BUT! We have a Reward System, whereas if you go a whole day and I don't see you go OOC, and RP at least a little bit, I'll give you 100k!'
This will encourage them to not go OOC, and it will reward them for doing it.
For the RPing people, 100k won't be muh of a hit, but it will help hose noobies by giving them their first Fighter or Freighter, and they will maybe start to enjoy the RP

Actually, it would be cool that LSF and other officers on liberty (hey, they're in your yard, they're your problem:D) actually quiz theese guys on the rules and if they're correct they give them 200k to buy a first transport or a ship to do missions with.

Maybe you should start by rewarding faction players that don't do it. Hard to enforce/promote this amongst new players when the old ones, who should know better, won't cooperate.

Thats a good point , NY is your first point of contact with the Discovery universe . ( When I first launched , I goggled a bit then shut up and did police missions :D ) .

I always believed that to get Noobs to RP, they need to see everyone else around them RPing and having fun doing it.
It has to be rather verbal, so everyone can see the RP too. None of this "oh we RP in group chat stuff" that just doesn't work since noone outside the group can see the RP. It can be golden, but useless if noone else can see it.
I'd also think of making mini-rp-events for the noobs/low levels. Even if it is a simple scenario, like a mining company hiring escorts to shoot rocks in colorado, theres alot of RPing that can be done. Especially if you team up with the pirates and set up encounters.

Well, I just was fighting a Slipstream (Side Note: When Fighting: Slipstream + them having 600 ping + Missiles everywhere + Asteroid Field = VERY BAD LAG, AND VERY HARD FIGHT!), but I saw a newbie asking that, so I'm away to start to quiz them on the rules for their prize:D
But, on a side note, how does everyone like this Idea?
And would anyone want to help me organize a mini-event?
I've done a few before, and it was tough to get people to take part. However I'd be willing to help with planing/execution in a limited fashion, my internet sucks and can't do much.
