The English Wikipedia page on the ZIP format says "Microsoft has included built-in .ZIP support (under the name "compressed folders") in versions of Microsoft Windows since 1998." - it doesn't have a reference for this but I'm pretty sure about everything except the year.
You can use built in Windows support by just double clicking the .zip file.
The problem with this is that Windows doesn't treat the operation as a read and export, but rather as an open and move because it treats the .zip as a folder, not as a file.
