this is how it went for me, and took me some hours and a sirius-wide tour and explanations of //I'm fixing rep...
I got the order guard 2nd on the list next to order. Then I drop the order rep and suddenly I get the xeno tag. Y go kill xeno and drop their missions and then I apparently get the lane hacker tag. Thing is, I have never seen hackers on that char, so I had to go to Magellan , land on the hacker base, and then it showed me that the hacker rep was full and affiliated. So after that the same thing happened with the farmers alliance and red hessians. then finally after dropping the red hessian tag I finally for the order guard.
From my experiences getting an IMG tag for my main character, you need to make sure that the tag you're trying for is the only other full-green faction. Otherwise the game seems to pick randomly from the full green factions when you shed a tag, regardless of their position on the rep sheet.
For example: My main character was stuck with the all too common LPI tag, with most of the lawful factions full green as well. When I first tried to switch to IMG, I started out by aborting missions for the LPI. So I ended up with LSF as my tag. Not quite the direction I wanted to go. So I abort for them. Switched me over to someone else. Repeat a couple more times, and I have a Synth Foods tag. After managing to ditch this tag (not an easy task considering the lack of Synth Foods missions anywhere), I realized (with the help of a couple other community members) that I needed to limit the game's choices for possible tags. So I began a sirius-wide tour of every group on my list aborting a single mission for each. Finally I had just my then-current tag and IMG as full green. One last chain of ditching a tag and now I have my IMG tag.
Ironically, my main character isn't really part of the guild, it's just the tag that fit the most. He is an independent miner, after all.

You can tell what your tag is by looking at your rep sheet. The faction rep that is maxed out green rep, right at the bottom (or top) that is flashing is your tag.
In this case explore Sirius as a neutral char before, to get the most/all factions in your rep sheet.
Then you can take a look on it always and check your reps.
