If you want an answer you should probably learn to be civil in the first place, not show up with the most annoying demanding attitude ever as if you're entitled the world. Incredible to think you've been an admin yet basic respect is completely unknown to you.
Whoever has the motivation to keep things running despite all of the crap going on a daily basis.

I'm simply aski8ng a direct question & expecting a dialogue as I've asked...I knew it would rub you guys the wrong way, but why is that?
I ask again: who is in charge of the server? it's not an open ended question, but a closed & deserved one that does not invite your ridicule, so as staff, step above it, please.

As I told someone earlier today, all questions are worth an answer if they're properly asked. That means a minimum of civility in the approach, as that is how you establish a good dialogue. The problem is not the question, but the aggressive attitude that transpire from your words. Aggression does not invite one to have an open mind, and certainly not to establish dialogue.

The last head admin was @Cannon. There has not been one since then. Everything was transitioned to a purely democratic process, so congress is an accurate description. That does mean sometimes when there's a tie it can make things take a while.
