CoF is dumb. Especially when it seems to be like 2 people trying to act relevant.
Zoners are Anarchists, they don't need a government, and it's only because of gameplay limitation that each Freeport can't administrate itself. Infact, I really don't think they'd like touching house space that much at all, nor do they need war ships, the Juggernaut/Neph/whatever you call it now, is a colony ship, not really designed for fighting, but it still has BS stats and equipment on it.
Obviously, the reason why the registry was created is to free CoF and majority of Zoners from responsibility for actions of lolwut nephs, both in- and ooRPly. Now CoF, if accused for such misdemeanor by a stray neph, can say that it is not a Zoner but some rogue and condemn it for violating their laws as well. This is logical move, no conspiracy here.
you preaching to choir on Neph yes it have BS stats and lots armor but the gun placement is all wonky and concentrated on the center of the vessel it has poor underbelly defense rear fire is somewhat okie and flanking turrets are nothing to write home about it they have sections of blocked fire only a frontal assault is where you can do any real damage and most all BS have strong frontal
I think people in charge of Zoners should look at Mass Effect - namely Quarians. The Quarian ships are mostly the civilian vessels with additional armor and railguns slapped onto them. By the time of Mass Effect 3, the Quarian Liveships (which would be counterpart of Nephs in Disco) are also heavily remodified for final act in a war between Quarians and the Geth - but by no means these huge vessels are meant to be actual warships. (Although, it is hinted that Liveships would be on par with Turian Dreads in terms of firepower, but not armor.)
If you recall Homeworld Cataclysm, in which you led Kiith Somataaw - a mining subfaction of Hiigarans - they also seemed to make their units multipurpose. And basically that's how I'd see Zoner vessels in Discovery.

i though was only Finn, oh well, that doesn't make it less true especially with some of his request for the entire zoner population. . .

it could be quite simple(adding a few lines, 1-5mins) to create zoner factions with the same name("Zoners") but with a different reputation sheet and rep adjustments for individuals for each freeport

Which could still be fixed too, i mean..the only thing its used now is for farming nomads npcs which is even more dumb to use it as resources for POBS, instead it should make use of the new sectors added paired up with JD4(with limitations on which systems can be jumped from and towards which, still 1-5mins editing a text file )

if that was done the current administrators should be removed since its still 1-2 person deciding for a bunch of freelancers that don't live in house space

If you are talking about adding independent IFFs for each freeport, it won't happen.
First because we've hit the IFF count limit, second because nobody really wants that when the problem is players and not the game.
when this term lolwut neph come about...pffft now if the CoF where to get nephs in their registry passage permission through spaces to shorten travel times then I might be up for that but I already have treaties with some the house space to passage or escorts it just rheinland being butheaded about it

No, Finn lead IRG, who had a part in voting for CoF, but I barely see any true 'collaboration' from this 'unison' of Freeports, its even less of a union when its less than five people taking "control" - nor does it make sense for various Freeports to unite beyond mass migration and finding routes for it, so they can stampede like buffalo or something.
The concept of Zoners having a government is and always will be dumb. Tau-37 Zoners wouldn't give a damn what happens in the Omegas, it's too far for them to care or to give 'support' - they're civilians, not a military, or a house, nor will CoF determine how Zoners to roleplay. Zoners are a philosophy in a way, a social status, just like Freelancers.
As for the IFF, the limit is hit and it's just too much work to have all of these Freeports independant work for themselves, mainly on paperwork part of the admin side, or because it gets messy too.
