The restriction on the Zoner use of 5k transports in House Space was a very smart way to stop players from power trading while trying to use their neutrality to avoid getting pirated by unlawful characters. In my personal opinion Zoners shouldn't be in House Space, they left for a reason in the first place.
Trading in a Zoner isn't "Trade Without Risks" card. You are likely to get pirated like normal traders, especially when you try to go "but imma zoner you cannot pie-rat meh".

The CoF made the registry so we don't have random Nephs flying around (mostly in house space) shooting others and claiming they are zoners. They are NOT zoners. They are traitors and they are giving actual zoners a bad rep.

No, Finn lead IRG, who had a part in voting for CoF, but I barely see any true 'collaboration' from this 'unison' of Freeports, its even less of a union when its less than five people taking "control" - nor does it make sense for various Freeports to unite beyond mass migration and finding routes for it, so they can stampede like buffalo or something.
The concept of Zoners having a government is and always will be dumb. Tau-37 Zoners wouldn't give a damn what happens in the Omegas, it's too far for them to care or to give 'support' - they're civilians, not a military, or a house, nor will CoF determine how Zoners to roleplay. Zoners are a philosophy in a way, a social status, just like Freelancers.
CoF is not just one person. It's actually quite a few people. (Nyx, you should know this considering how much time you spend with Erzie on TS)
CoF is not trying to be a "government" over all zoners. We are administrators of Freeports and zoner installations (inRP) that -try- to maintain what these installations should be inRP and also maintain a neutral stand to all houses and entities within Sirius. Just like other factions/houses have their own set of rules/laws, so do we.

Zoners are the closest thing next to Freelancer that comes to non-military and non-trading IDs. Look at them as civilians, most of them stray and on their own, some of them under the same flag. The Freeports, partially excluding Ames in Kepler and Bethlehem in Pennsylvania, should have been administrated by individuals, that by being an administrator got a seat and a voice in the Confederation of Freeports, the CoF.
Ames and Bethlehem are partially excluded because of the major presence of the Ingenuus Research Group on those stations. So those stations are concern of their administrators, the CoF and the IRG in their respective subjects.
The Shasta Skyhook, the Sedona Station and Pueblo Bonito also, so to say, freeports, however they are mainly administated by the Temporary Autonomous Zoners, the TAZ, and especially Pueblo Bonito is their holy sanctuary to worship their goddess Eris. Baffin is effectively TAZ space and they have a special set of laws for that one system.
Planet Gran Canaria, Lanzarote Station and the Grand Vista Orbital are mainly administrated by the Omicron Supply Industries, a corporation that is in good reputation with almost any other factions, with the only exclusion of the Lane Hackers as they fight anything that is incorporated and the Core, because they put all Zoners under one name. Planet Gran Canaria is a bit special, as it is a planet of many cities, of many cultures and many factions, actually. It is sort of a bigger topic right now. Gran Canaria is practically planet-sized Babylon 5, with some bigger colonies on it, for example of the Corsairs, Bretonia (Port Jackson) and many other colonies, many established cities like Los Dragos and Las Palmas. What many people seem to forget: That planet is actually not governed by a singular group. By nobody. The Omicron Supply Industries has assets on Gran Canaria, on Lanzarote and is also the group that restored the now beautiful Grand Vista Orbital, thus also having major assets there. Unlike the TAZ with Baffin, we don't have our own laws for the system, but we do care for the peace in Omega-49 and on the planet. The system itself was declared a system-wide No-Fire-Zone, just like Baffin and, for whatever reason, Omicron Theta, by the CoF. If people try to do bad stuff in No-Fire-Zones, it will get reported to the CoF and all involved parties of the CoF will have a vote on how to sanction the wrong-doing - mostly a FR5 to red to the Zoners, rendering people red to them unable to land on any freeport or other Zoner asset (like Corfu, Corinth and Livadia).
What people should be aware of is the following: The CoF is nothing more than people that care for the freeports and should only become active if there are things happening that are concerning all Zoner assets. However, given Discovery has only so many people and only so many that are always around, the CoF will also, in second place, answer for all those administrators who are currently unable to answer to comms. Right now, that is done by GreatFox and Aazalot, both people who have to grow into their positions but also are rather rarely around.
Of course there are some minor Zoner groups, like the Seraphim, MedForce One, the delirious Solar Runners - a group I would definitely not view as Zoners - and your ABH. Those groups don't govern freeports. I'm pretty sure some of them are in the CoF, too, though.
So, here a TL;DR: CoF is not a government. It's a bunch of administrators of freeports and got represented by Finn McCool, who was also leader of the IRG. Now it is represented by Jerard VonCloud and Brettonias Wingspan (Aazalot and SMI Greatfox). They can only be accounted for CoF stuff. The individual freeports should only be accounted for themselves, like it should have been done with Freeport 11, however King Boo, who was the admin, was majorly inactive back then already. Like most people administrating freeports. To be honest, it is about damn time to kick those guys who think they have a say about freeports but aren't doing anything - either by being inactive or just ignorant - *cough* Freeprt 1 *cough* - and open up the slots for new people. For the time being, let Aazalot and Greatfox cofing about them, but people really should individualize the freeports again, because Zoners are Zoners and not a house. I'd like to slap everyone on the Zoner side who did powergame towards a war with the Core, because that was the stupidest and unrealistic thing, the absolute last thing Zoners would do. But no, people from non-Zoner factions were like "Yeah, let's make EMP rockets launched towards Nauru the new Zoner lore instead of listening to the Zoner officials" and powergamed their dumb stuff there.
Yes, it caused some activity and was fun for some people. As a compromise, OSI partook in it by wasting a billion for the three Aquilons at FP11. We'd never ever do that again. What happened there was lore-wise the biggest nonsense ever happening.
Edit: By the way, another thing some people simply don't get: Yes, Gran Canaria is getting colder minimally each year, but the planet is not arctic. It is temperate climate like central and northern europe.
Side note: It's entirely possible to make good money trading in a Zoner 5k, if you're familiar with the definition of sovereign house space.

Premium Scrap to Sprague, Silver Ore or Uncut Diamonds to Lyonnais, Helium-3 to Akabat, Aluminum Ore to Leeds, those are all full-priced ore routes with buyers that Zoner 5ks (or Aquilons, hue) can dock on. Of course there are better powertrading IDs for 5ks, but the restriction isn't as bad as some people think.
I can say having a Zoner iff in no way keep you from being robbed by pirates. also I do not think you can id a Whale outside of Zoners it is in the description on the info card. I get the impression it is a Zoners only ship. you call them sovereign house space I call them core house space just mention that in case someone might had misunderstood what I meant. I’m always amazed how little people still know about the Zoners and or the Confederation of freeports. Zoners are neither Anarchist @Auzari nor should they be banned from house-space @Cygnatt. And they are certainly not comparable with the freelancer @Sombra Hookier.
Let me elaborate why:
The Zoners subscribe to a very consistent set of ideals and consensus on values. Values, such as self-governance by the principle of subsidiarity or (armed) neutrality. In general, it seems like Zoners are simply people wishing to live in peace and quiet, and safeguarding their daily liberties by escaping the bureaucratic mess and strict laws of house-space.
Freelancer don't seem to share a very distinct code, given the fact that their professions range from honest traders to paid assassins even against the unarmed, given the fact they can treat transport as combat targets, if they've been paid to do so.
This simple set of ideals and values gives rise to several things:
It being perfectly reasonable to instate a council, the CoF, to guards those values and sanctions those not abiding by them. Thus, the registry for some of the more potent ships the Zoners have access. (Wich should be SRP anyway, but let’s leave this discussion for now).
To trade in house space. Trading in house space is not equal to submitting to the yoke of foreign law, as people seem to suggest. You go in, land, exchange cargo, get out. Sure you’re not perfectly free to transport anything, but one never is, you always have to deliver something in demand to make a profit, which applies to house space.
Omicron Supply Industries, however, is somewhat of an an anomaly. I’m not perfectly familiar how OSI is presenting itself these days. We used to RP the Whale as a proprietary modification of the standard-whale to make it dockable in house space.

But in general OSI is viewed as a corporation, and by it’s nature a corporation is bound to impeach on the liberties of their employees. Be it simply to follow company standards or forcing a commitment to work in a schedule. Which might be why OSI employs a rather significant number of people coming from house-space.
It is, therefore, unclear how and to what extent OSI should be free to operate outside the boundaries of the CoF in terms of diplomacy (Rheinland hostility) . Then again, the same would have been true for TAZ (War with the Order) and Phoenxi (close ally of the order).
Now those issues are bygones, but it highlights the nature of nobody outside the Confederaiton of Freeports really understanding the inRP legitimization and necessity as well as the perfect validity in terms of having a common council for all the significant Zoner factions.
