That only comes upon being approved by the Admins/Keepers. I'm afraid you'll just have to tough it out if you want to join the Keepers. Just remember that while it may be weak, you can dodge quite well in it. Use it more for RP purposes, rather than PvP.

Until you are accepted into the Keepers, you will have to deal with that. When you are accepted into the Keepers its best to scrap the test character and make a new one, then ask for the admin beam/rep-fix on that one.
Light Fighters have it easy, after three or four times you'll learn to dodge the shots pretty well. Learn to love your strafe keys and engine-kill!
And try to stay above the galactic plane to avoid NPCs- as soon as you are away, go "up" 5 or 6k and it will get you away from most spawns. Most.
Oh yeah, it doesn't get easier. When you become a full-fledged Keeper, learn to dodge Legates. You'll have plenty of practice, they come like flies to honey. Giant Dreadnought sized flies, but ehh...
Just as a Side note, the Nomad Light fighter on Primus is not an actually Nomad fighter it is a Nomad fighter made for human use. Granted you'll still want a good RP to fly it, you don't need to be a Kreeper to use it. I didn't do the greatest job so if someone could do a better job of explaining please do.

Its purpose is as a test run fighter for wannabe Keepers, or others with intentions to RP as Nomads. The *real* Nomad Light Fighter is available on the Ravine in Omicron 99, and sports three class 10 guns and a torp slot. YEEEHAWW!!!
For those that have played SP, ever notice that the Nomad ships in the storyline and in Omicron Major (they're marked as Nomad Interceptors) are weaker than the Nomads Fighters you see in the other Omicron systems? I think the Nomad Light Fighter on Planet Primus is actually the weaker Nomad Interceptor! The true Nomad Fighters are used by, what I like to think of as, the more advanced breed of Nomads that came back from the Hypergate after Trent banished them.

Actually, not all the Nomads were pulled through the Hypergate, only the ones inside of the Dyson sphere. The rest were stranded throughout Sirius without the power supplied by the Dyson sphere, and without their connections to the community. While the bulk of their forces were swiftly eliminated or died to infighting, those that survived fell back to Omicron Iota. Specifically, Planet Xerna, which is currently their home. Since then, they have begun worming their way back into Sirius through the Omicrons, as well as pushing through Rheinland through the Wild, who escaped to Omega-55 through a collapsing jump hole in Omicron Lost.
