Technically, yes, but this is no ordinary station. Maybe I'm wrong here, but I've always seen Barrier Gate as a "minimal security, nearly everything goes"-kind of station. I thought groups on the station solve their problems themselves, and the security only makes sure that the owner of the station does not get overthrown.
It would just seem weird to me to have the station suddenly act like a non-Zoner freeport, I thought it was more than that.

An Act of Piracy, Murder or other such interaction within the No Fire Zone will be met with an immediate order to cease and to leave the area. Failure to do so will prompt the use of force.

It's quite possible that is in fact the case, yes.
We personally see it otherwise, without the strong presence of security, the station would likely be a powder keg of hot opiniosn and eager guns.
But that's just how we see it, your view is just as valid!

You say Colonians cannot allow it, but it has been like this for years. I think you are just overestimating Colonial control over Coronado, even powerful houses like Liberty and Gallia cannot solve the Outcast issue within their space.
