Konnichwa, and salutations, by whatever title you go by, representatives of the Zoner community. I am a agent of the Kusari Naval Intelligence, and I'm contacting you regarding some affairs pertinent to Kusari affairs. You may refer to me as Majin.
It has come to the attention of the Kusari Naval Forces that the zoners or their associates have been developing several structures in the border systems of Kepler and Galileo. These stations, at the time of this message, have been identified as Port Tacoma and Freeport 12, in Kepler and Galileo systems respectively.
Now, the Zoner community is not accountable to the Republic of Kusari regarding any independent development it produces in the borders of our House. However, such systematic construction has caused some disturbance on the regular traffic flow between Liberty and Kusari, and we feel we should be a bit more informed of the situation.
If possible, we would like to request the representatives of Ames and the zoner community in the border sector to provide any important information regarding this and any other existing zoner constructions in the Kepler and Galileo systems. Identification of the Founders and administrators of the installations, purpose, services and regulations in effect inside those stations. As possible, please also provide means of contacting those administrations.
Should any of these details not be readily available to you, we urge you to clarify them together with the founders of the stations, and add them to your report as soon as possible.

Here is relevant information on Port Tacoya, Kepler:
Port Tacoya is, primarily, a storage and manufacturing facility to augment Ames Research Station owned by the Ingenuus Research Group. It's location is intentional, and regulations of such fall within our established CoF Laws. The Group as a whole owns the station, with myself as the head administrator. Should you have any additional concerns about this, feel free to use this channel or contact our group directly.

The KNI confirms your details and the related provisions within CoF protocols. It appears that the IRG is the designated representative for the Zoners in the border area.
Incidentally, CoF makes no mention or record of a Freeport 12.
Back to the matter of Tacoya, we understand it's role now, and as long as it closely aligned to Ames, it poses no conflict of interest with Kusari.
There is one last question regarding it, however. Is there a pertinent reason why it's access is restricted, namely to Kusarian authorities?

As a fellow Zoner of Ames, I would like to remind you that Ames Research Station stays away from the regular Republic of Kusari's territory. There is a reason why our beloved Ames Research Station is in between Liberty and Kusari. You want to enforce your laws around the neutral zone that neither KNF nor LN touched for ages, which had not been a thing even back in the times of your Empire. Zoners respect the Kusari laws - but within Kusari only. And we hope you will respect both our laws and the neutrality which we are known for. Do not try to enforce your laws over our installations in Kepler, otherwise Republic of Liberty might get nervous and it will be us to get shot at for your machinations. And I can assure you that there are some Zoners eager to pull the trigger in revenge. If you still want to ask on "why some Zoners are angered by such a message" - do ask our brethen from far Omicrons on Freeport 11.

Currently, all access is limited to Ingenuus Research Group personnel, as things stored may be sensitive or hazardous; in a lower grade such as caustic oils, fuels, or wastes. Additionally, the manufacturing sites have their own hazards to those unfamiliar. It's mainly to cover our own liabilities, as we do not wish to be responsible for injury of personnel not covered under our insurance. Such exceptions may be made in the future, but are not considerable at this time.

Although the Ingenuus group have covered your query's about Ames' new annex im here to clarify that Freeport 12 as far as im aware isnt a Zoner installation nor is it part of the Confederation of Freeports and does not fall under our jurisdiction so you would need to contact them directly.
