I am hereby, as owner of and behalf on, Kelly Stock Exchange LLC requesting access to and grant of passage trough Rheinland Space for the mobile Stock-Trading ship the “InterstellarAmbitions”.
Our plans are to spend 3 months in the orbit of the Planets, New Berlin, Stuttgard and Hamburg. There we will provide training to interested individuals in stock trading, including the related fields of risk assessment, data management, processing, and visualization and decision making.
Providing this workshop and platform for a limited amount of time will help to assess the interest of Rheinland and it’s citizen in stock trading. This will determine whether or not Kelly Stock Exchange LLC will prepare further steps to build a stock-trading facility in Rheinland.
Now, of course, I don’t need to tell you about the positive impact both the workshop and a top-tier stock-trading facility could have on the Rheinland economy. Initially, it will be small, of course, but given our experience in stock trading, the market could grow to a significant size.
The ship “InterstellarAmbition” is a completely-retrofitted "Nephilim" Zoner Mobile Colony Ship. However, due to the nature of it’s use, i.e. being a mobile stock-market she does not have the capacity to fire, nor to carry any guns other than those purely for defence against fighters (secondary guns).
Therefore, it remains questionable to classify her as a “Battleship” as she lacks the armament associated whit those and has a mission that is both peaceful and beneficial to Rheinland.

Herr Kelly;
Your request is rather light hearted. The following terms are to be met in order to undergo your activities in Rheinland space:
The Insterstellar Ambitions is to be boarded by Rheinwehr personnel and inspected throughly in the borders of our sovereign space. In the case of the inspection having a positive outcome, you will be granted passage and residential time for up to three months, provided that:
1) Personnel of the Rheinwehr is present in the ship at all times and supervises the activities your company undergoes in our sovereign space. These officers answer to the Rheinwehr only and your personnel is to cooperate and comply with them at all times.
2) All weaponry is deactivated prior to passing our borders and remains so until your departure. Protection and security are provided by the Rheinwehr and the Rheinland Police only.
3) The Rheinwehr overrules command of the ship during its time in Rheinland, albeit full ownership and ability to undergo your planned activities, as well as possible addaptations are of your competence.
4) Possible loss of property and or damage incured due to disobedience, missbehaviour or otherwise breach of these terms are responsability of your company.
5) The Bundestag keeps the right to change any of these terms and their lack of fullfilment will result in the rejection of your request or cancellation of it.
If the terms are judged unreasonable by your party and thus rejected, your request is also rejected. Upon agreement, our border stations will be informed of your arrival.
Additionally, a fee of three million credits is to be paid to the account [RM-ARM]-Behemoth-001 to cover the costs the Rheinwehr will undergo.
It is our feeling that the Rheinland Military is, unjustifiably so, still classifying the StellarAmbiton as foreign warship. As outlined in my proposal, this is not the case, even though it does bear some resemblence.
Secondly, we wish to make the Admiralty aware that we are presenting a win-win situation for both KSE LLC and Rheinland. However, it seems the demands do not reflect the added value my company can bring to Rheinland, namely in terms of economic growth.
Thirdly, by demanding both a “thorough inspection” and overall control of the ship, we see our rights to property, as stated in the Rheinland constitution violated, as the ship is designed to host both a proprietary computer system and it’s equally proprietary software. Therefore inspection of those could infringe on the intellectual property of KSE.
Consequently, if those are your final terms, we are forced to withdraw our request, however, we are open to discuss and negotiate above points of concern to hopefully come to an amicable solution.
Lastly, for legal representation within the houses of Sirius, Kelly Stock Exchange LLC is a registered company in Liberty, according to the Libertonian charter of commerce. Therefore we expect the Rheinland Goverment to treat KSE LLC as libertonian company.

With all due respect, as warship is a warship, be it painted pink or growing flowers on its guns.
The negative to allow for a through inspection only raises concern about your intentions. Physical control of the ship will still belong to you but may be displaced should a grave breach of the agreement broken.
We hold no ill intentions towards you or your company, but other Liberty companies do not bring zoner juggernauts to our space.
I am fully aware of the futility to talk semantics, however, I remain adamant, that a ship that is incapable of being used in combat, is no longer a ship of war. In the case of the Interstellar Ambition it is a ship of business, coaching and teaching.
Nevertheless, it is the prerogative of the Government of Rheinland to classify the Interstellar Ambition to their liking, without ever having seen her. I was hopeful, that an inspection of her armament would be sufficient to set aside the ill notion of “zoner juggernaut”.
We would, therefore, like to invite an inspector group of the Rheinland Militäry to do exactly that and determine the non-combatant status of the “Interstellar Ambition”. Once approved, there should be no more need for excessive caution and regulation.

A through inspection of the ship as well as constant officer presence is mandatory regardless. Your good will is noted and your intentions welcome. Given we guarantee no harm or violation of your physical and digital property will be performed, I find no reason for you to reject the terms proposed.
I am not familiar with the Rheinlandish interpretation for “thorough inspection”. Therefore, coming from a worst-case scenario, I hope the following proposition is acceptable. I know it might be stretching the limits, however, it might be within both the parameter you’ve set previously and my concern for intellectual property:
Now the inspection is solely necessary to gain access to Rheinland space. Therefore, I have instructed my most Senior People on Board to accompany your inspection team and ask them to leave should they demand access to items that risks exposure of proprietary technology. Of course, with the consequence that access to Rheinland will not be granted.
However, upon reviewing the situation the restriction for the inspection are mostly tied to access to server and software outside of what we’re offering to the public, e.g. no administrator-level access to the soft- or hardware will be granted.
I hope these restritions are not part and parcel of your „thourough inspeciton“ and we can continue on planing our stay in Rheinland.

Excuse my bluntness but we have no interest in tinkering with your software, herr Kelly. We wish to overview the lessons your company will teach to our people as well as the live training, essentially ensuring that the courses you advertise are being delivered, and inspecting the ship physically before arrival as it is mandatory to warships and... what you cathegorize your ship as. Given that your company is all but known in Rheinland, we wish to ensure we know what we are dealing with. Even an unfortunate maneuver could lead your ship to enter planet Hamburg's atmosphere.
In any case we only wish to know what you plan to do and what you will do, we do not require access to your private files or software.
This explanation however does not overwrite any of the requirements previously stablished.
As a businessman I fully appreciate bluntness. It makes things go along much faster. In the same tone, let me assure you that Kelly Stock Exchange LLC is indeed a well-established entity among certain circles. However, it comes as no surprise that there is no overlap between the world of stock-trading and the Military.
As outlined above, with this expedition into house-space examining if there is broader interest in stock-trading and associated fields, of which KSE LLC is market leader. The seminars, courses and coaching that we’ll provide on the Interstellar Ambition are no different than the ones held back at our our main office on Gran Canaria, the “Las Palmas Interstellar Stock Market” and those have been well received by the attendees.
However, as not everyone is able to make the trip to the classroom, as it were, I decided to bring the classroom to the people and built the Interstellar Ambition with the specification to be able to provide an environment similar to LPISM.
And as you can be sure that I am not risking a multi-billion investment by putting it on a run-down ship or manning it with an inept crew. The first you’ll see upon your inspection and the later will probably reported to you by the representative of the Rheinwehr on board my ship.
