Here is the explanation:
When you fire your guns directly at the target that is strafing downward, the target will avoid them and your guns will pass above it. So, when shooting at such a target, you fire where it will be if it continues moving downward, which is down. Your computer predicts its location and places the crosshair below instead of you.
Advice if your computer doesn't do this:
Scan for viruses.
Advice if it does this, but you still see the opposite:
Don't drive today.
