it is a pleasure to make your acquaintance. My name is Arata Nakaigawa, and I have been tasked by the people of Kusari to the role of Minister of State for Okinawa and Sigma Territorial Affairs. There has been many affairs that would have prompted an earlier contact by us to the Guild, but Cabinet reorganization and other matters beyond our control have delayed our actions, and for that I offer my sincere apologies.
Following that thought, the Republic of Kusari would like to offer our belated condolences for the incidents that occurred in Hegoland station, which only recently have managed to return to normalcy.
However, said normalcy has been broken down by yet another incident in the region, where Rheinland installations at the edge of the sigma region have been viciously attacked by agents coming from outside of House space. While it's early to confirm the identity of the attackers, we would like to request the Gas Miners Guild, one of the entities overseeing the single most important connection between the great Houses, to provide assistance and information useful towards uncovering the causes of this incident.
There is a few more things my office needs to address the GMG with, but for the moment the most essential thing is to know the Guild stance regarding this latest incident.

However, as you are aware, there have been further developments on the case, namely this second broadcast, apparently from some group within the guild ranks. This broadcast made way into our investigation, and raises some serious issues that were not present until now.
Until now, it was apparent that some radical group had decided to commit grievous acts against rheinland regarding some offense that they have felt the Guild had been inflicted. That they truly believe that they protect the guild interests, or that they use its name to spread confusion in favor of their goals was not certain. Regardless, it seems they have pointed issues towards the current civilian activities of Rheinland in Planet Hamersee, that they are threatening to deploy considerable military hardware to fulfill their goals.
We do not want some radical group to start another decades long bloodshed and fancy themselves as 9th century Blood Dragons. This conspiracy or insurrection must be cut at the source.
We require all data the Guild might have on Ji Hyun and its associates, and how have they gotten their hands on Guild and Rheinland Military Hardware. The sooner we got some leads for a potential arrest and dissolution of this movement, the better chances we wont have to deploy the whole Naval Forces to secure Guild space.
About this incident, the issue of what the Guild and others consider to be territory of the Guild or not has been revisited in the Kusari political circles. This is a matter that require profound discussion with your administration. I am under orders to not let this delay much further.
I need to ask, what is the current Guild stance on the prospects of Kurile, and the case of Sigma-15 and 21? What is the Guild interested in doing regarding attaining recognition of their independent interests in Kusari?

the ongoing developments of the crisis on both sides have left a mark of concern in the Kusari political circles, and we express our discontent that diplomatic efforts have not been enough to prevent the conflict from escalating.
The Guild decisions regarding the handling of this incident don't give us sufficient reason for the Government to throw its support on the Guild interests. However, the Republic of Kusari will assume a stance of neutrality regarding the GMG-Rheinlandic crisis, and ensure that no foreign military actions from either party will be enacted within the territories protected by the mandate of Kusari.
We will maintain open channels with both sides of the conflict, in hopes to relay wishes and proposals towards peace, and provide a corridor for mediation and settlement.

I speak on behalf of Guildmaster Mori, who is currently occupied with the Rheinland situation.
We were surprised by your efforts to establish a base in the Sigma-21 system. In a recent communication from Admiral Mochizuki Tatsuya this construction was legitimized by the absence of Sigma-21 in the Aomori Treat. Apart from the fact the Sigma-21 system was unknown at the time, the GMG's claim of the system was never disputed by the House of Kusari.
However, under the current circumstances I think it's best for both our interests if we discuss the implications of Kazuno Outpost during a summit to renew the Aomori Treaty. We have delayed this process long enough, and delaying it further will only complicate matters even more. The last thing we want is tension over a misinterpretation of intentions.
I propose that we send a delegation of representatives to a location of your choice. I am sure we can come to an understanding that will benefit us all. I'm looking forward to meeting you in person.
it is of interest that we received this new overture for negotiation. Our staff is prepared for more persistent negotiations, as ordered by the prime minster cabinet.
Due to some recent events, our original proposal to handle the talks in Planet Honshu is not advisable, due to... ongoing investigations. Therefore, we are sending a team to proceed with the talks at Aomori station. Quite suitable for these meeting, I should say.
