It is about time that we are introduced. As you may have heard, the Blood Dragons have had a recent change in leadership. I am Hideyoshi Kohaku, the Shogun leading the Blood Dragons into a new era.
As one of my first acts as Shogun, I would like to open negotiations with you regarding the position of the Tears of Izanagi. We have become increasingly aware of your actions, and it has left a strong impression on our clans. As I understand it, you have grown exponentially since your founding and have even branched into New Tokyo.
It is no secret that we are in the middle of a war. In order to be successful, it is important that we have the strongest fleet possible. It has become clear to me that some of our best have been overlooked in my sister’s decision to allow your independence. Therefore I would like to offer you a place among the Daimyos of the Blood Dragon fleet, retaining the position as Prefect over the Rishiri system. I believe it would be beneficial towards both of our goals to have you rejoin our ranks and have the power of the Blood Dragons behind our shared cause.
It is not in our interests to squabble with our brothers when there are far more important battles to focus on. It is key that we secure all systems in our region if we are to be successful. We are stronger as a united front. The relationship between the Blood Dragons and Tears of Izanagi will depend heavily on the result of these negotiations.

Honourable Shogun,
Thank you for finally introducing yourself, we have known about the change within the shogunate for some time now. I accept your compliments regarding the Tears of Izanagi but as things currently stand we are not willing to merge forces and despite your subtle threat I highly doubt you would use the Dragon main fleet against us. Natsumi is an extremely honourable dragon an I know that she would not allow you to break her word. Your offer of allowing me to stay where I currently am is not appealing, as I am already here. Rishiri was only ever a stepping stone for the Tears of Izanagi.
If you truly wish to make this work then we will need to negotiate a better agreement.
Firstly, our existing operations with SIS, GMG| and The Order| will continue to conclusion. I will, of course, provide a more detailed explanation of these operations, should we meet in person.
Secondly, I am an old man and it is nearly time for me to step down, It is the duty of my brother to take over the Kijima clan when I resign. I would like to leave behind a larger legacy than just Rishiri to my clan. Not only would I like to be appointed to the shogun's personal retainers I would also like clan Kijima to be given control of the Shikoku system including the Kepler-Galileo belt.
Finally, this all boils down to the negative impact Cardamine has on Kusarian civilians, if they just kept it out of Kusari then I wouldn't have to request that all Golden Chrysanthemums and their accompanying Cardamine traders are to be entirely banned from all Blood Dragon controlled systems and their stations to be to "cleared" of their presence and replaced with better Kusarians.
