Is your final goal to permanently take over Stokes or render it undockable to everyone?

I sort of like the idea of Libertonians raiding behind the lines of their own voluntary initiative. No problem with your idea, Stokes seems like a good target, especially being close to the Newcastle jumphole. But I think timing is working against you at the moment. Have you thought about getting an NEMP and doing this as an NEMP event? Because the station could be knocked out for a while, you may get more willing to sign up to defend. Unless you've arranged to take over the station if successful.
At the moment Gallia is supposed to be gathering forces for an 'imminent' offensive in New London, I'm not sure if that means this raid would be doomed or blessed. It is not uncommon in war for concurrent activity to take place. While a main offensive unfolds, special strike forces hit behind the lines. I am hesitant though over trying to gain a permanent foothold in Leeds again which may be hard to justify with things yet to be determined in New London.
I think if you can disable Stokes, even by NEMP, it would be able to coincide with current events, perhaps intending to keep Gallic forces off balance leading up to the offensive. It would entice more pro-Gallic players to try and stop you, to keep it functioning. It would definitely be a disaster for the GRN if Stokes was taken out right at this moment. Otherwise, you may find most Gallic players saving themselves for action in New London, and until after that.

Think about yourself about NEMP: it's crazy. If I buy two torpedoes for 500 million, it does not mean that I can use them. I mean, that whoever delivers these bombs can simply be shot down. And then the best option.
