This document will serve as the guideline to the functionality of the Republic of Malta, as well as her military, police and government within and outside of the territory claimed by the Republic.
For the purpose of clarification, the following will be used to navigate and understand this set of documents; Armed Forces will be used to refer to the Maltese 72nd Fleet, the current standing military force of the Republic. The Republic will be used to refer to the Republic of Malta, the government of which these laws and regulations extend within.
1.0} Territorial Claims and Military Zones of Influence
1.1} - House Systems The systems that comprise the house space of the Republic list as follows,
1.2} - Border Systems The systems that border Maltese house space, and are hereby subject to the laws of the Republic, but are not claimed under territorial control of the Maltese Government list as follows,

2.0} Criminal Code
2.1} - Contraband
2.1.1} - Fully Restricted The Republic has listed these items as either detrimental to the health of the Nacion, or otherwise not welcome within the borders of House Systems (S1-s1). Only the Armed Forces and those acting under authority of the Republic to possess such items may for the sole purpose of transport to logistics facilities maintained by the Armed Forces.

2.1.2) - Partially Restricted Items not deemed fully detrimental to the Nacion, but kept under moderate supervision, are listed here. Exceptions will be noted for any item listed.

2.2} - Passive Crimes Passive is defined as crimes that take place without incident of violence taking place. This includes the following,
Impersonating a representative of the Republic or the Armed Forces
Assisting in the commitment of an active crime through non-violent means
Bribery of a representative of the Armed Forces or the Republic
Transfer of information relevant to the security of Malta
Attempt to escape lawful administration by the Armed Forces
Unlawful smuggling
2.3} - Active Crimes Active is defined as taking a direct, often violent role in a crime against the Republic. This includes the following, though does not extend to the enemies of Malta (S2-s4),
Assault of any kind
Murder of any kind
Bounty Hunting
Piracy
2.4} - Tagged Unlawful Entities These identifiers and individuals are considered enemies of the Republic, and are therefore unwelcome within House Space. Entities comprising this list are,

3.0} Equipment and Spacecraft
3.1} - Restricted Smallcraft While the Republic maintains a free stance towards most groups in regards to technology, some are not allowed past the border of Maltese space. These range from small light fighters to the largest of gunships, and include,
XJ- line (Gallic Royal)
AP- line (Bounty Hunters/Core)
UN- line (Unioners)
K'Vosh- 'line' (Nomads/Wilde)
Exception may be granted to any vessel or individual who shows the correct intent and reason to be granted such.
3.2} - Foreign Military Warships Unlike smaller craft, foreign capital-class vessels from any nation are unwelcome within the borders of Maltese space, and will either be escorted out towards their origin or removed via force. Exceptions are made for friends and allies of the Republic, and are noted as follows,
Crayter Military (against Gallic Royalists and the Maltese 'Council')
Gallic Council (against Gallic Royalists and the Maltese 'Council')
The Order (against Nomad/Infected Forces)
Zoners (Whatever they do)
IMG (against the Maltese 'Council' and protecting assets)
3.3} - Outposts and Installations The Republic maintains a free standing towards enterprising prospectors and administrators who wish to construct and operate their own free installations within Maltese space and it's borders. While this tolerance is well and good to most, one stipulation stands firm and must be adhered by any individual who wishes to keep their station.
Upon either construction or proposal of the station, the to-be administrator is required to contact the Republic's logistics department and register the station. Registration is free, and not only helps to add the station to the exception list, but a defense list as well. This applies to any party, Maltese or not, and failure to adhere to this request will result in a transmission demanding registration with swift removal of the installation as penalty for non-compliance.
4.0} Closing Notes
1. In cases where an offender submits to Republic forces, the ranking officer on scene will decide punishment for crimes committed. Common sense will be taken on the officer's part, and in cases where the offender can be spared death, every attempt will be made to do such. Unlawful murder will not be tolerated.
2. In cases where an offender has drawn the attention of the enemies of Malta, an exception in the form of pardon will be offered to the offender under the condition that they assist Republic forces remove the hostile individual(s).
3. In cases where an event has drawn the National Council's attention, the forces of the corrupt NC will be treated as standard Maltese civilians, regardless of their position within the Council. The opinion of any Nationalist individual is not to be considered under any circumstance, and the ranking Republic officer on scene is obliged to inform them of this fact.
4. Any individual considered a civilian of any house or organization, subject to war or not, is to be treated as a non-combatant, regardless of their affiliation.
