That is quite distort view of how things gone in your case, sir.
When the Kurashiki launched from Yukawa it was to reply an alert regarding Bretonian gunboats in Tokyo skies.
She eventually found 'Jones' fleeing from KNF Mishima and a KSP officer, you was accused of carrying civillian pilots (slavery), not VIPS. Unfortunately the Kurashiki got the first scan after you docked/undocked and Mishima sensors didn't recordered any evidence.
If you remember well, the Kurashiki told you 'clear to proceed' because there was no evidence, without firing any single shot...however KNF Mishiwa wasn't keeping an honorable attitude of a KNF officer and I spent hours talking with him later.

The Admiralty is investigating on the other case as well.

Dear Gentlemans.

First: every nation and territory (even the pirate ones) have its own laws. The foreigners, gaijins MUST read, know that before they enter into that territory, or they do not have the right to make any complaint.

You should inform yourself to know, what would be the reason for attack. First of all, when a member of the local authority say stop, or halt, or anything, then you must follow orders, or the authority personnel is EMPOWERED to engage any ship (trader or not it doesnt matter). //If you do not cut the engine of your car when a policeman says or marks it, then you will be in serious trouble as well...//

If you return the fire, you signed your last will.

If you have a brawler attitude in a communication with authorities, it will ends without any good for you, you can be sure in that. Its NORMAL thing.

If you dont know a law its do not empower you or give the right for you for the inobservance of that law or rule.

So be obedient and polite if you would like anything.

Second:
The KNF never forget. We have records as well, so if you did anything wrong before, and you did not clear your fines, you will encounter hostility from our side.

For example any pilots in cargo hold. Its usual in every nation, when they catch you with those they will give you some words at least if they are pirates. But if you have civilian pilots, or lawful ones, hmm.... then you have to tell your own tale, giving some explanations, and you MUST drop it at once, or authorities have the rights to use deadly force.

If you are in Kusari and you exporting any restricted commodities (because there are commodities with restricted export status, thats not equals the contrabands. For example plutonium, engine components, etc. they can be read at Kusari Legal Codex), and you do not follow orders, you will be in trouble as well. Or Kusari Law 11. Defaming of the Emperor, Kusari nation, people of Kusari, or insulting a samurais (KNF officer) honour is a crime in kusari (//to write anything insulting about this themes in Kusari space//) The penalty can involve fines, or can be recompensate with death.

Did you read the laws of our nations before you entered our territory? Did you followed the orders of the local authorities, or just answered back for the "stop" or "halt" that: "Why?" or "why should I do that?" and continued your route? Were you polite when you talked with authorities or were you arguing instead?

Actually there is nothing to cover, the pilot in question "Jones" got away breathing with his ship.
There were no casualties, investigations or arrests.
