I'l describe my encounters with 6th| so far: Low RP level, low knowledge of English, low effort put into RP and occasional ooRP hatred thrown around. Actually, I haven't met a 6th| that was ready to RP with me, but instead, chased around my snub in a capital ship.
I'm not trying to insult you, but provide a constructive feedback. Sorry man, but I don't think you're ready for officialdom. Do not give up from it, but instead of putting effort into writing a Official request, rather put it into educating your members on the actual role of Liberty Navy and appropriate RP. Fly with them, show them how it's done. Cooperate with other Navy factions, jump into some action! As for the problems with other factions, try to settle them. You don't want to create a faction in hostile environment, it will only cause more troubles - patience is the key, it'l take some time, but the outcome will be worth it.
Path to officialdom takes months, one step at a time.

You should do care about the opinions of the others here, as the negativity you're confronted with is a symptom caused by your behavior. People don't enjoy playing with you for some reasons, one of the most obvious being the stubborn behavior about certain things, throwing cruisers at snub fights, bragging about kills and QQing about losses. I think before you apply for officialdom, you should rethink your general appearance ingame and in the shoutbox. Your goal should be to ensure that people enjoy flying with and against you. That is currently not the case.
Well, about my style of fighting - it's easier for me to eradicate enemy troops by any means than to give someone a chance to win. If I used a mortar against someone and hit a ship - that's personally your problem. You have to be more careful.
And somehow I do not get, what opinion of me all the others. I never spread rumors like one person does (he knows what he did), I never refused to help a newbie or throw him in trouble (because when I was a beginner, one person helped me by chance, but I owe him to I regret that I do not remember the nickname), I never refused to help the RP and PvP to those who asked me for this help.

Look at the negotiations of the fleet and other factions in Liberty (namely the military) - then go here.
About the "low level of the RP": when, where and how? Why should I force people out of people? Why are they silent, and then overwhelm with criticism? The community keeps lower and lower for me.

Yeah but they're not "enemy troops". They're players, playing a game, that want to have fun.

Talk in to gankers, then I`m listen to you. I too here for fun.

An eye for an eye makes the whole world blind. It's about stepping up and being better than those people who play poorly. And in time, they will respect that, and copy your behavior.
When you're Official, you're setting an example. Do you really think that right now you're setting a good example of an Official faction?
I understand that I'm not a very good person, but you and I did not play together for a minute, so no to judge so. Play with me for about an hour - then write about what I'm a "bad" person and all that. Now I see a community that played against me.
About the logo: they are relevant. I asked for help, please help me.
About the RP-game: specify exactly the minuses about how I/other members of the fleet play poorly.
About my behavior in the game: wrote at the very beginning of the comment.

I repeat, I explained my encounters with your members, I do not represent whole community. I'm in Liberty 90% of my play-time, and I'm mostly playing factions hostile to you, with exception of a Liberty Navy character I've used to fly with you. This type of behavior did not happen once, but many times.
I probably have some evidence on it stored somewhere, but I'm not here to accuse or snipe you nor your members. I'm here to give you feedback, like you requested. You're taking it personal - Don't.
The first question I would ask (and you should ask it yourself) is - why do you want to be official?
Contrary to popular belief, the supposed power of official factions is much smaller than what people usually think (saying this as former leader and still a member of official faction), but have some responsibilities. Especially if you will be one of -three- factions for the same ID, the power you will get will be even smaller and the cooperation with other factions will be mandatory in some issues.
To sum up my point shortly - at the end you may find that you invested huge amount of time and effort to achieve officialdom for little gain.
