I forsee a great deal of salt and drama with such a dangerous feature. If it's not carefully planned and implemented, the community could /quit_Disco even more.

If you want to balance it, then cash for death or respawn time are worthless. Give it engines that are slower by like 100 m/s on cruise and 25 on impulse. If they are going to be tanky, they should be slow. Naturally should've upscale them as well, but that's a whole different model.
Then you will have to give something to a trading factions, freelancer factions and so on. That would mean some flagship transports and bla bla.

I think there should be a stronger and more dangerous flagship vessel for factions, just to make things interesting.
I'd honestly like to see more cap-ships engaging in some good old role-play, much more then just the usual engagement and target calls, like you've got this huge behemoth of a war machine and usually I've seen it goes something like this.
Initial Contact ---> Contact Call Out ---> Target Designation Stage (Usually done in group or, if there's time and no one has pulled the trigger, local chat)---> Engagement Call ----> Initial Approach (Still doing some RP, but we're getting there now) ----> PvP (Role-play dissolves from here; so much opportunity lost here between salvo's to call out damage control or add some tasteful fluff, but then that seems more a forum RP thing, but it's a nice touch if, for example, you took a serious hit that just wiped all your shields and a quarter-half health.) ---> Destruction of Self or Primary Target (Where role-play usually resumes for either side.)
This concept, with the introduction of this possibly super-beefy, highly advanced, bristling with the best weaponry and technology the faction can muster, could offer some game-changing doo-doo. Again, the concept is great but in the end it's the community that has the primary say, since Disco's pretty much run by the players, for the players.
While I do approve of game features that will encourage players to seek excellence in RP (as long as they dont encourage OORP cronyism and envy at the same time), wouldnt this motivate people to create multiple official factions per ID, just to get a flagship?
Another thing I think would really benefit official factions and the entire community is if official factions would permit new recruits to fly cap ships, as long as the new recruits agree to undergo snub training and fly snubs as well.
Ships are a great presentation of character. For example you couldn't have the battleship Harmony without the Lane Hacker Bomber Harmony. K'hara without big, enigmatic Marduks, Vagrants without scary transphasic jumpy quids. Golanski without a bizzare krieg nephilim. Unioners without the GLORIOUS ARBEITER ONE MAN BATTLESHIP EAGLE, Liberty Navy without the buttcruiser, Bretonia without the doom prawns, Gallia without la baguette gun, democratic Gallia without the orange roid-abusing eunuch Valor, Crayter without Battlestar galactica viper imports. Mon'Starr probably wouldn't remain remembered (despite glorious RP) without the gunboat missile terrorist cruiser that people try to re-SRP every so often. Tundra is the fun-dra. Kusari is brave Samurai wearing man-skirts.
Bombastic ships are character building. Every faction deserves a to have a special flagship, but every faction should have to work for it. They make people go "woah" and encourage people to RP. Best of all, they all stick by the balance system. Uniqueness should be encouraged if it fits in the universe.

I tested the concept with the Titans, albeit on a much more disbalanced way.
It did not work as well as you might think.
