Do not fix the bug, and use it and keep it relevant for more than one year - that's what it is not a healthy approach. The player has always used the game's bugs in his favor. But why the administration is still not trying to fix it - remains a mystery.

I remember how the Valors used a similar bug. But after a while this stopped happening. Perhaps, only on Valors it was possible to correct it, and on other ships it was simply not found.
However, I remember from my practice how I accidentally used this bug. Not in real combat, of course, but in training.
I remember when there was a sanction for this and it dragged on because the admins didn't think it was this (which was a well established bug and known but the community) and thought the sanctioned ship was hacking. Eventually it was reverted.
What is quoted in the OP indeed is a bug, or at least I was told so by the admins when I asked, a couple of years ago. Using it would be bug abuse, and thus considered cheating.
However, using EK in cruise and then tapping reverse/strafe to recharge energy is very debatable. The admins weren't able to tell me if it was a bug. I don't think it is. If you use EK, then you turn your engines off and travel only by inertia, so it would be realistic if your energy could recharge, as you are not using it for anything.
Using EK when bumping large ships in order to bounce off is against the rules and some LNS got sanctioned for doing so in Leeds against some Valor, a couple of years ago. I think that there even is a rule specifically stating that ramming large ships intentionally is not allowed.
I do not know why, but today I was fighting against LABC. He almost immediately recovered the core after the cruise. Otherwise, I do not understand how you can shoot 4 pulses in 3 seconds after the end of the cruise. Honestly I do not know if it was a bug, since besides him there was Bounty Hunter, to whom I was distracted (and who played with lags *facepalm*).
Do not think that I'm complaining about something, I was just surprised at the speed with which the core of the ship was restored.
Cruise + ek restores your power and isn't considered a bug.
Cruise + ek + being hit by a pulse restores your power really fast and IS considered as a bug and sanctionable. Although it's quite difficult to prove since the pulse may be a random and not necessarily meant to happen.

It's quite tricky since it's something that can't be fixed (unless pulses get removed from gameplay) or energy consumption in case of cruising is removed. In case of the later, capfights would become ultraboring as heavy capitals would simply cruise at you and unleash their full potential withno any drawbacks associated to that. Nowdays if you buttcruise at someone then you may get at least CDed.
