I hope you'll excuse the surprise, Madam Perry, because I barely know how to address you properly. This is certainly not the kind of message I expected to receive, but one I'll try to answer politely. Assuming presentations are no longer in order - these protocols show you probably have more on me than I can even remember - I will be upfront about what you asked.
Yes, it is within my interests to assist the needed. Hope is always a very much sought commodity - rarely found without a serious price tag - and one I do my best to supply to those who need it.
Discordant of this reasoning, The Gallic Forces have proven to be but another unfortunate example of the man-made Kriegsmaschinen. They are relentless, Leeds suffer, yes, but during my lifetime that's exactly what mankind has done four times already - fight until nothing else remains. I desire to do more - but helping those caught by the crossfire is the only thing I currently have within my reach.
But you know all of that.
What I would like to know, however, is what could I possibly have to offer to the Secret Intelligence Service of Bretonia? More over - can I believe our arrangements will help to abbreviate this cycle?
I am a man with a past, Madam Perry, but I am willing to believe we can improve our present.

Unlike the Liberty Security Force, the Secret Intelligence Service is a relatively small organisation. We need your help in order to advance Bretonian interests across Sirius primarily because we have personnel shortages. As a small organisation, we rely on experienced and adaptable individuals. Although we generally pay our contractors huge salaries, our background check suggests you don't need one which naturally helps us divert our funding to other operations.
It's my understanding that instead of credits, you would like assistance with your humanitarian operations. SIS is willing to help you and the Seraphim with this goal, so long as you are willing to help us build connections with the downtrodden.
Tell us what you need, and we will see what we can do about it for you.

Since this seems like a personal matter, you have my attention - and I won't bring The Seraphim official name or opinion into this at the present time. Most of us have our hands full with the Nuremberg situation, anyhow.
I will agree on the common need for manpower and resources. A salary doesn't help when you don't have people to work with - or even a proper ship for the matter. While my contacts and resources have only taken me this far, I am in dire need of someone knowledgeable in naval architecture and building - specifically for a civilian light transport with several modifications which would facilitate my work. Curiously, the model I have in mind tracks it's recent origins back to Bretonia.
Fascinating coincidence.
Other than that, having a discrete line with your government can be helpful once any of us find time to work within Leeds. The situation on the planet is horrendous, simply put, and having legal support on the future to work in the area would clearly facilitate it.

The Bretonian government is always open to help on Leeds. I can't speak for the police or the armed forces but SIS will definitely assist you if you need security to evacuate refugees. As for your engineering needs, we can get in touch with the Faculty of Aerospace Engineering at the University of Cambridge to address your 'dire needs' for specialists in naval architecture and building. As this will be with the involvement of SIS, all of this information will be classified to non [SIS] officers.
All of that will come after you have helped us however. We need someone to be our eyes and ears, and help develop more eyes and ears inside Liberty. We're particularly interested in getting in touch with the new Xeno Alliance (XA-) and their sub-organisation, the XA-Phantoms. We want to be on their side, but we don't want to be seen spying on our allies on Manhattan. That's where you come in.
Make contact with them, tell them there are foreigners willing to provide material support to their cause in exchange for information on Liberty's unlawfuls (we trust their government, so we are not asking them to spy for us against the LPI, Navy or the LSF). Do this, and we'll put you in touch with our researchers at Cambridge.

SIS has been in touch with the XA- through other external sources such as yourself and we understand they will be taking action in a few weeks, so in the mean time I'd like to redirect you elsewhere. GCHQ, our main signals intelligence agency has detected a large number of tC- affiliated vessels. We believe they call themselves the Collective but beyond that we have very little intelligence on them. If you could make contact with them and give us an introduction as to who they are, this would be valuable in allowing us to assess if they can help us advance Bretonian needs abroad. I believe what I have to share on this topic is far more readily available than the previous one, even though I wish I had had more success with the later. That said, however, I am not blind to the fact that in the wrong hands this kind of influence could very well jeopardize any remnant of safety on Sirius.
The Collective, nevertheless, is not something completely unknown for any of us amidst the Consensus. I shall share what we have experienced, but take this with a grain of salt: Most interactions we had with the group were either cut short or made unsuccessful for reasons far beyond our control at the time.
In the words of my astrophysicist:
"Putting in layman terms, these are machines not truly limited of reasoning, but rather that communicate in ways we not always have the best means to answer. Extremely territorial about Omicron Kappa, which is where one of our biggest conflicts ensued, they have been seen provoking conflicts even with other untagged AI's."

Other than that, I would avise against entering Kappa unprepared, or just being ready for a fight if you ever get near the southwestern quadrants.
