To Blood Dragon Shogunate.
I have long delayed this message but with the recent events, it is clear that our relationship is poisoned from within. The Order had assisted you against every single traitor that disobeyed Shogunate will and went an extra mile more than it was factually neccesary to supress Yubokomin and Augus infectees no matter the operational costs on behalf of The Order. We bleed, fighting arm-to-arm against our arch-nemesis in Tohoku and numerous skirmishes against Kusari Naval Forces in the past.
the so called Andos clan, name of which I only learned from freelancers of dubious reputation is the problem. It is clear it is not only accepted but openly sponsored family by the Shogun as they bear the official insignia of the Daimyos of Kyoto - something only those of sufficient power and respect to samurai's way could achieve. Behaviour of any Daimyo under your direct rule represents your entire movement as a whole.
It started with some altercation in Kepler. To be entirely honest, whether Shogunate approved destruction of said research base is of little consequences to The Order Overwatch. You decide who lives and who dies as simple survival strategy in a House full of deceit. Ando's clan pressumably flagship entered into the fray, starting an argument with the Golden Chryzanthanemum Sisterhood ship and Megeara, which until now I believed was friend of the Clans. The incident went as far as to GC openly questioning whether Order has anything to do with this, given how notoriously well equipped Ando's Togo class battleship was. If you know anything about me, one of the facts is that I oppose internal conflict between the Kusari's Revolutionary factions. I do not know whether they had taken any further action but I have attempted to convince them to remain passive and simply collect intelligence.
The Shogun has made a fine record of dilligence in which every piece of Order equipment was obtained and deployed within Blood Dragon ranks. While I offered more simplified ways in how this could've been achieved, Shogunate insisted and so I accepted this decision. Kirishima however is missing from Carthage's records concerning any refit of this magnitude. Any Blood Dragon could had received surplus turrets merely by asking. I am openly questioning this Captain's attitude concerning manners, discipline and conduct towards its own allies while also in posession of Order's state of the art equipment acquired by means inconsistent. I wanted to gather more information since it could had been a coincidence.
Now then, to events of yesterday. I have lead a wing of Order assault fighters in responce to a Rheinland's massacre of GMG at Saigon. The Guild is our common ally, I might add. Getting in touch with the Blood Dragons at the scene, something I would had never expected to happen transpired. First though, I will give you chronological assesment from Sigma 21 battle. Blood Dragon fighters, now known and identified as belonging to clan of Ando explicitely asked The Order forces to ignore the KNF and focus on the pressumed invaders of Rheinland. We agreed, with Order recon flight soon after confirming Ando's fears that Miltar Fleet outclassed the Imperial equivalent.
As we moved into the battle, your pilots broke any communication with the Order ships, nullifying any chances at co-ordinating an effective strike against the invading fleets. More over, it appeared Ando clan were receiving orders and instructions from Freelancer gunboat, pressumably EWACS which regarded our organization with contempt and evaded any direct communication. When we were pittied against combined Wilde-Rheinland fighter force, Ando turned their tails around, leaving us alone in this mess.
I never thought I would ever have to say it but we only survived because of Kempentai Operatives who were quick to realize the threat coming from scrambled IFF's of Das Wilde false flag modus operandi. We did what we had to do, proving we had enough resources to not only make it out alive but also demolish most of the enemy fighter force even without Blood Dragon backup. However we suffered unnecesary cassualties due to initial Nomad ambush and lost multiple million's worth of equipment to wear and tear, overheat and combat damage. In this most critical momenth, we were abandoned by who we thought our ally.
The Order openly questions treaty of Sigma Alliance and the honor of the Daimyo's interacting with The Order equivalents. Any decision will be undertaken only after entirety of our semi-democratic Command will digest any words and actions from your side and come to a consensus regarding further course of action. I am not happy about this but Ando brings dishonor to our previously fruitful co-operation.

It pains us to hear you of all people say that, as one of our closest allies. I would have thought you knew the Shogunate better than to assume any of this was under direct order of the Shogun.
As I am sure you are already aware the Shogunate has no interest in attacking stations outside of Kusari, especially one deemed friendly, we have close ties to the owners and will assist them in the rebuild if absolutely necessary. I hope this clears up your first issue.
The Shogunate has always requested in advance any purchases of technology from you prior to entering Order space. Our records show the last request was for several Hathor class gunboats; this is the most advanced technology from yourselves that we currently have in our possession. It seems this pilot has managed to obtain these without either of us knowing. It might be that the ship is a remnant of dead Daimyo; for this reason it is being investigated by Daimyo Kijima - as per the Shoguns direct discussion with the Golden Chrysanthemums.
I am not a fan of repeating myself so I will only tell you once. The actions of these Dragons do not represent the will of the Shogun, we are taking measures to ensure this small band of dragons do not get out of control. In the meantime if you have any further encounters I will just say it will not affect your standing with us should you be faced with a heavy decision.
For the sake of our mutual ally let us hope that direct military action from yourselves alongside the Kusari Navy has not just given the Rheinland military an excuse for more aggressive tactics within the Guilds space. We will be contacting the Guild before making our intentions in the area apparent to the rest of sirius.
As a final note the Shogun and all that represent him do not wish to halt diplomacy with you, over something as trivial as a rogue pilot retreating from battle. Our friendship was built to stand the test of time. We will both still be here long after the houses have ripped each other apart.
