I am Victoria Knight and the currently highest officer of the Separatist Navy of Liberty. We were forced to retreat and fortify the Bering system after the Navy's attempt to silence us.
We know that Rheinland once suffered the misguided wrath of the Navy for trying to discover their plans. While many pilots were part of this struggle, there are no ill intentions toward the Rheinland people on our agenda.
While we will not deny that the Union had a part in assisting us, those times are over. Certainly it is no news for you that they're untrustworthy and their reputation as terrorists well deserved.
Which brings me to the request I'd like to bring to you.
We are well aware that the house of Rheinland is in an armed conflic with the house of Kusari in the Sigmas.
As such we understand that there would be no wish to risk falling out with Liberty by recognizing our cause. Without a doubt we share concerns for stable supply routes and defined frontlines.
In the name of our forces and the main Battlegroup, Harmony we would like to request the following:
• Free access through Rheinland for Separatist vessels. - For trade and crossing house space.
• Execution of Liberty Separatist regulations in the southern part of Bering. - Rheinland vessels surely are much needed elsewhere. Our strong position in the area will reduce the strain on your patrol schedule.
For that we offer:
• The protection of Rheinland cargo vessels moving between Rheinland and Liberty.
• Possible disruption of Kusari cargo vessels moving between Liberty and Kusari should Rheinland desire such.
• Cleaning of the Union menace within the Independent Worlds between Rheinland and Liberty.
• Support in retrieval of Military property within Bering. - Surely many parts can be recycled to further Rheinland's war effort.
Additionally we propose:
• Lending of Fighter Corps units to support the Sigma conflict against Kusari in exchange for monetary support.
Our struggle is with Liberty and her Navy. There is no intend to take from Rheinland what is rightfully yours.

I apologize for the delay, we have a lot of stuff to deal with currently. Anyway, I am afraid I will need more information because details of the proposed arrangement are still not clear. I mean for example you mentioned that your patrols would intercept contraband and take out criminals and Liberty forces within the Tanner belt and possibly also south Hudson. Does that mean you propose that your forces would be enforcing Rheinland laws and go after contraband and criminals defined by them? Or your regulations and laws would be enforced? Because in that case, we would obviously need to know them to be able to consider and possibly approve the agreement.
Also, you mentioned in your first message that you propose protection of Rheinland cargo vessels moving between Rheinland and Liberty. What does that mean when it comes to all other trading ships? How will you treat them? They just will not be protected from criminals or they actually will not be protected from...some actions of yours?
the current contraband my pilots intercept within Liberty correlates with those my pilots used to search for. Though we put a priority on intercepting intel on Liberty vessels and dangerous materials from all vessels. This mostly includes nomad materials.

As for the protection of your cargo vessels. There was no second meaning to it. We're willing to escort Rheinland corporations into Liberty and willing to dispatch squadrons for their protection should they encounter hostiles within the Independent worlds or Liberty. We cannot spare the ships to protect every commercial vessel anymore. And until we'll be able to we will have to make priorities. Though Liberty ships will never be left to fend on their own, we cannot offer what we offer you to Liberty. I believe our situation will justify as reason alone.

Danke for the clarification you provided. The matter will be submitted for discussion during the next session of the Rheinland government. However, there is one more question which comes to my mind after looking at the contraband list, related to the Ageira White Boxes. If I understand it gut, it is considered as contraband unless transported by corporations mentioned in the brackets. Does this mean that the manufacturer, Ageira Technologies, is not allowed to do it and will be targetted if caught by your forces in doing so? Because this may be a problem from our point of view as it is related to the maintenance of vital transport infrastructure, which actually you yourselves would like to start using. There are only two approved importers of the AWB to the Rheinland, Ageira and the Deep Space Engineering, so if one of them, especially the main one, should be harassed and his shipments endangered, I anticipate it may be a serious reason for some members of the government to be against any agreement with you because your actions may endanger whole Rheinland economy.
Thus I need to ask, is there any space for possible more relaxed attitude towards Ageira in the situation when they will be importing AWB to the Rheinland?
My sincere apologies for a belated reply, as Fleet Admiral Knight is currently occupied, I've come to continue our important discussion of relations. Now, onto your present predicament, Harmony is more than willing to hold a relaxed attitude to any Ageira vessels transporting AWB into Rheinland space. Naturally our operations will take great care to make any and every effort to ensure domestic and foreign trade into Rheinland space in our area of operations will go uninterrupted. Furthermore, should Rheinland corporate or independent contractors, transporters heading to or from Rheinland space come under threat, we will be more than happy to dispatch a patrol for their protection.

As a matter of state security, if we are to recognise your organisation. it's imperative that we know what we are putting a green light onto. As to conclude and approximation of what security you're able to provide to the system to yourself and the Bundesrepublik.
While fighters are easily acquired and replaced for even the smallest of groups. What you're talking about here is supplement or replacing our forces within territorial security in the Bering system, we can't mis-judge or under-prepare on a growing beehive which has already threatened the safety of yourselves. As such I'm requesting your current fleet compliment of battle-group harmony along with their current duties, this consists of:

Disclose these details. and I assure you that you'll at least let our strategic officers and in turn... Politicians, understand the situation easier.

Unfortunately, discussions about request and proposal of the Separatist Navy of Liberty turned out to be quite complicated because there are many different views both in the government and between the Bundestag representatives. Also, there are several diplomatic, security, legal, business and other aspects which need to be considered thoroughly and discussed. Also, recent incident which involved you and the modular base of Krüger Mineralien caused some additional complications and many representatives are watching it very closely because it raised concerns or even condemnation.
Basically, I just want to let you know that the issue was not forgotten and is still part of the active agenda of the government. Once we will reach a consensus regarding the form of agreement which would be acceptable for the Bundesrepublik and authorized by the Bundestag, we will return back to you as soon as possible to continue our negotiation.
