In the past you offered us a single dock that has served us well for repairs and servicing actions needed on our current line of capital vessels as well as our allies, however, we have reasonable intent to expand into newly found systems, as well as heading new research in new regions.
Due to the Ingenuus Research Group's requirements for ship construction, we are in desperate need of full control of Livadia Shipyard, and we're ready to place our personnel to facilitate the construction of one Colony Ship and one Carrier. We would like to facilitate any groups currently using the station for any other purpose to continue to do so, but Ingenuus would like to control the official operations of the station. It is imperative that we can control logistics from construction of ships and equipment to shipment and cargo inventory management, which has lead our actions to manage the station from the top down.
Once construction is complete, there is a significant need to continue with scheduled maintenance of the assets we already have, as well as the new assets, and beyond that, we have plans that span in the future years for additional expansion. While it's prudent not to reveal these theaters, we have logistic experts running contingencies to provide us accurate data on our future needs and our current. It is under their recommendation we make this request.
We will ensure that the station will continue to operate as it did before, meeting the requirements that everyone has set before us, for our mutual benefit.

As stated in the other communication, right now Livadia is part of the Consensus' holdings.
However I will outline other issues that I have before I could even begin to consider transferring full control over to you.
Firstly, you're Relationships with our Omicron Neighbours, its well known you and the Corsairs do not exactly see eye to eye and by what I know you're not exactly friends with the Order either.
Livadia has worked hard to keep its neutral position in Kappa in the face of such a Diverse amount of groups who hold influence within the Omicrons.
I feel, should IRG become the governing party, it would put the Shipyard at considerable risk. You have to remember the Shipyard isn't just a place of work, it is the home for the Livadian Zoner's who ended up here after the Schism of Freeport 9. With you're Diplomatic status as it is I can't in good conscious consider handing the reigns over to you.
Secondly, I've heard Rumour that IRG ships were openly attacking other Zoner ships in Galileo i believe it was. As you can imagine such behaviour is troubling within our community.
With the above concerns if you can show they have been addressed or you intend to address them then perhaps something can be worked out, whether that's building a second Dry dock to increase build capacity or something along those lines, but at this point you're History doesn't fill me with confidence to consider such a decision

As for diplomacy, I could cast my countless concerns regarding you as an individual, but that would get us nowhere. I would like to clarify that no IRG vessel has ever engaged another Zoner that wasn't marked a terrorist or was in direct violation of Confederation laws at the time. Especially not in Galileo - we don't even function through that system.
As for the Corsairs, there could be, in fact, some arrangement to remedy this issue, and relations with the Order have already been amended - namely through the Legacy of Orillion cell. We've done significant business with them, and since amended our relations with the Overwatch under the assumptions we don't move certain technology through their space.
While your idea for expansion would be in-line with our long-term logistics, it does not sufficiently fill our short-term goals. We have intentions, within our long-term plans, to expand the shipyard to include 2 more full-size docks, as well as a supersized dock situated accordingly to support the construction of another project that will remained under information protection for the time being.
While we have not had much interaction with the Consensus other than sharing lab space on Corinth, we don't have intentions of muddling diplomacy in the region further. In the meantime, we will be starting construction projects, and making public notice to our required materials as well as opening contracts for the material deliveries. Like I stated before, the construction of these vessels is a necessity - not something that can wait.

After consulting with colleagues close to me and with those in the Consensus, I will agree to stand down as Administrator and hand over the keys to IRG.
My role within the Consensus maybe changing and that along with acting as the Coordinator for Pygar I am finding myself stretched too thin to be able to fulfil my roles to the best of my ability.
It wasn't an easy decision to make but I feel its the best course of action. Livadia had become a home to me and the Livadian Zoner's akin to family, many of whom serve aboard the Kaldra. But i realise i cannot offer the shipyard what it deserves any longer so for lack of a better choice, i will step down and give control over to you and the IRG.

Your actions have evidence of a significant sense of modesty, for which Ingenuus and myself are very grateful. We will do our absolute best in support of the Zoner community, and work for mutually beneficial goals in the long run.
