Guns gone. Usually, when you make a demand, it shouldn't exceed the profit of the trader, even in the case of cargo pirating. In your case, you demanded more than ten times the amount you could have carried. It would have been okay, have it been contraband. But it wasn't.

Ever since 4.2 was implemented?
The idea behind the rule is to prevent just what you did. Let me explain.
If say you were flying a 4,200 transport or you had a friend with one, right next to you to haul the goods, we wouldn't have cared. However, you demanded all of the cargo and you had no means to profit from it, effectively making your demand unreasonable. From our point of view, it looks as if you just wanted to blow up that trader and you used the piracy line as a cheap excuse to do it.
I will just go on record as saying that this sanction is without precedent. I am unable to recall a past case where a "drop all cargo" demand was a sanctionable offence. I don't see how this could be characterized as exceeding the profit margin of the transport in question. Matching it, yes. Exceeding?
If the new position of the new administration is to regulate the pirate's capability to carry the dropped goods as well, I think that is something that should be clearly amended in the rules, prior to enforcing it.
I would like to politely urge the administration to reconsider this decision; Or at the very least, clarify or correct any mistakes I made in this post.
Actually, there were a few instances where we did exactly the same for this same offence. Let me say here what I told people on Discord just moments ago.
If you go out of your way and demand all the cargo from a transport while:
Not having the means to carry it away
Cargo is not contraband
Cargo is not base commodity
The transport doesn't belong to a player or a faction that's at war with you
You don't have sufficient RP motive to destroy the cargo, beyond those listed above
I'm even willing to bet that you cannot name one good, logical reason about this " all cargo" demand. And no, " I wanted to blow the transport up " sadly does not qualify in this situation.

There is however a thread in Raiders cell section of our group, called mission board, and in it we have certain objectives we created for our members to do, based on our goals, RP and in- game actions during the years.
There, you have specifically mentioned Bretonia, and what to do there, and it says following:

In my time being here, and that is, +2 years than it says on my profile here, I've never heard such argument as "you can't demand all of the cargo". As for the credits, when you demand them, it was always an unwritten rule as I recall during all these years, and we respected that. We even ignored newbs and low level traders, we would let them go.

We just can't understand how a trader is your archenemy and gets shot down for being somewhere. If you desire to be a terrorist organization, then request a new ID. If you desire the ability to freely engage traders within Bretonia - request an ID change.
It's not an archenemy. It is a trader in Bretonia, importing and exporting goods. Therefore, he or she are participating in Bretonia's economy. We, The Commune, wishing to shape Sirius at our own favor, currently see fit Bretonia being weakened further by utilizing unconvential means. I recall that in previous 2-3 years, agreement with Das Wilde was to strike it together, by specific steps. Gauls are at their back, Bretonia is trying to reach salvation trough Omegas, and we're striking them at their vulnerable point. Enomy. We do not need Terrorist ID for this, as we are by our own ID lines, like most other pirate or unlawful IDs, allowed to demand cargo and shoot down traders if they refuse to comply with our demand. Why would we then need something to add to ID that already, exists?
However, if I look at history of this whole argumentation, I can only see that there were obviously, hurt feelings as a factor to this sanction. Who that person is, we will never know, nor we are interested to know. People should learn that there is other side of the gameplay too, not just pure profit and prosperity for themselves.
I understand that nothing will change the result of this violation report even with valid arguments being brought up. Therefore I'll tell you: Alright, we get it how it is. We'll adapt like we've always been doing trough the years and carry on.
