The problem with that statement is the nature of Cardamine itself. The people who comprise the Republic aren't merely Maltesians who resent the way their homeworld works, but are also people outside of Malta who have been negatively effected by it. Some are dependent on it, yes, but there are those who aren't. Those who are get their treatment, be it either via stabiline or cardamine purchased from dealers in Crayter or elsewhere. As far as I'm aware, the reasoning has been outlined before.
The people of the Republic, and by extension the Lipari Colony as well, who need Cardamine or Stabiline for their dependencies receive it from Crayter. Those who aren't dependents don't need it, and those who do either get it or receive cheaper alternatives.
Lipari is no different, and usually ships it in from offworld. I'm going to experiment with cardamine-only habitations at Lipari to explain a better course of the substance so the Republic can cut expenses on it for their people in the future, but for now this is as close to an explanation as I can get.

There are also (and were some in the past) plans to contact Cryer about organizing a deal inRP. Hoping someone can revive it, but until then it all comes through Crayter.

As a medium, really. What they buy and don't need, the Republic buys their surplus. This way Crayter gets what they need and the Republic can fuel their populace on a combined supply of Cardi and Stabiline. The big upside of this is how small the Republic's population is (at least in comparison with the other factions around it), which I expect to be growing with the increase in availability of these supplies.

It's all good in really, but guys here not ask main question. What is Republic agenda? I'm not found anything about it inside write-up.

Also with all latest changes (NC gone, Legio not tolerate nomads in power), legalisation of capital by Bretonia and thus, slow diversification of Malta eco/rising interest to not cardamine incomes... Its appears, that its just microstate with people who..wanna democracy? I got it right? Those of them who continue consume cardamin dont thought about amnesty and returning to real home society? Or they all hard as rock in their views?

EDIT: To clarify, its ok if it just about playing some small society, there practically no things like this and its glorious one. But then interesting more about internal motivations of sitizens, especially in light of latest events.(well its all hapens not far ago, but common trend seems on turning Hispania sub-houses into sattelites of more bigger entities as result of Gallic war)
What republic think about it all?

What republic think about it all?

One quirk of the Republic (and the 72nd before them) was that invasion and conquest was seen as dangerous. The Cross's goal of conquering Sirius and spreading the Orange Dream across it was viewed as the likely cause of death for Malta (counter-invasions, coalitions, and eventually napoleonic-era-esque battles, etc.). Add in that the Cross openly accepted the Nomads, which were also seen as invasive to not only Sirius but the Maltese as a whole, and it was effectively a counter-crusade.
When the Cross died and the NC absorbed them, they absorbed that infection. Hence why the Republic continued to oppose the NC.
When the NC died, and the Legion took over, they became a relative unknown. As far as I'm aware, the Legion didn't inherit much if anything from the NC except their political support, though the Legion like the Cross before intends to exert Malta's influence by force, which the Republic again views as dangerous to the health of Malta.

From an external view, the Republic sees democratic nations like Liberty and Crayter as strong, fueled by the people (which is how they suspect they've survived this long against the full force of Gallia), and Malta's relative lack of that characteristic is part of why they want to reform Malta.

There's also the fact that the Legion-led Malta is pushing to attack the Republic's allies outright.
