As far as I can tell, there is no way for the Gallic side to use transports, and must use freighters alone. The Gallic side does have the advantage of distance, with Gaia being only 40k by cruise, and the distance to the gate from Leeds is covered by a gate lane.
If it can be made that Leeds cannot be docked on by transports, then the POB can be reopened. But right now, as mentioned, if Leeds AND the POB are both dockable by 5ks, then the balance of the event is completely off. I don't know how you intend to go about reporting deliveries on the Gallic side when you can only use freighters.

Do not mislead people and rewrite the rules under the Breton side.
The rules of event do not mention the restriction of the use of transport ships for the Gallic side.
My question is addressed to the developer first. I propose to wait for his answer.

Largest transport cargo hold: 5000.
Largest freighter cargo hold: 650.
5000 is about 7.7 times more than 650. Thus, the side that can use transports is 7.7 times more advantageous than the side that can't, i.e. it is as if it has 7.7 times more players.
But I think that he forgot to include the factor that most players will help the side that isn't committing a genocide, which means that the side that is might need a multiplier of 7.7 for the sake of balance.
However, when looked into a bit deeper, it is safe to conclude that there is a lot less Gallic citizens on Leeds than Bretonian ones, as the planet was already populated by billions of Bretonians when the Gauls came, and there is little reason for Gallic citizens to settle on such a hellhole en masse, which means that there should be a lot less evacuated Gallic citizens at the end, too.

The event page does not mention that the Bretonian side has to use freighters. Then, according to this logic, the Bretonian side should be entitled to receive the ability to use transports.

It isn't a rule but it's a /game mechanic/ that /cannot/ be changed unless updated through a patch, that the Bretonian side can only use freighters because the docking point is restricted to freighters only. So, yes, Gallia has it easier for transportation.
