Some time has passed since we talked. Some things have changed, some not. It is pleasure for me to admit that the agreement with the Core is moving more pleasantly than expected: borders are respected, trade is continuing, and no diplomatic fallouts have been observed. With this in mind, I would like to draw your attention again to my previous offer, namely the claims and division of influence in the Omicrons.
Now, me being the Consul of the National Senate of recently proclaimed Maltese Unitary Republic of Hispania, I have the powers to see these suggestions implemented. Given the recent developments, I would introduce some change of wording but idea remains the same.
Maltese Hispania side:
recognition of Imperium Omicronis (a.k.a. "the Core") as the primary lawful entity in Southern Omicrons and its legitimate borders.
officially renaming of systems containing "Omicron" under the jurisdiction of Maltese Hispania into Hispanic equivalents. This should serve both domestic objectives of forming national identity and decrease any possible issues with the name "Imperium Omicronis" in the future.
abstention from any claims on legitimate the Imperium Omicronis' space and other zones of influence that might be recognised as of the Imperium Omicronis following further negotiations.
preparation of materials for further negotiations regarding zones of influence and other possible matters of concern.
Imperium Omicronis side:
recognition of the Maltese Unitary Republic of Hispania as the only legitimate heir to the legacy of House of Hispania and as primary legal entity in Northern Omicrons.
renunciation of claims over Omicron Alpha, Omicron Beta, Omicron Tau systems. Pledge to renounce claims over Omicron systems that might be included in Maltese Hispania's zone of interest following further negotiations
preparation of materials for further negotiations regarding zones of influence and other possible matters of concern.
I believe, this agreement is mutually beneficial and can serve the basis for further development of relations. Namely, should we conclude this agreement, I will be ready to discuss with your excellency the possibility of conclusion of the Agreement of Friendship and Understanding. These steps will lay solid foundation for mutual prosperity that can lead to strong alliance in the future. If you agree to this gentlemen's agreement, we may as well lay it down in a more formal manner.
Another matter of interest to us. Should in the future we be dealing with the Corsairs, we would be interested in getting their complying populace either by whip or biscuit. Given our common origin and faint cultural similarity, it will be easier for us to integrate some of them into our society, alleviating the expenses the Core might be bearing if controlling their population. However, that is a matter for further discussion.
I will open up this transmission to my recently appointed advisor on Maltese political matters. She has a history Malta, which would make her suited for this dialogue.

I am really glad that after years of progress in relationships between Malta and Nauru we are finally getting to point where we can make yet another step. Since the very first ceasefire that was done by Eliza Valdez, Guildmistress Nova Hawken and myself I was very consistent to bring both parties together. I've had the honor to be a president of Maltese Council as well as Guilmistress of the Core. It gave me a clear view of the problems that the parties are facing.
Now I have some suggestions for the parties to organize our work in a more efficient way.
1. I would recommend Guildmaster Archos to accept the standing proposal.
2. I would propose to invite representatives of the Maltese Legion. To reach the national consensus and force independent families to comply.
3. I would recommend systemizing all agreements that were already signed along with the new proposal into the single legislative framework. As one document.
4. This new legislative framework will become a base for the new international institution called the Omicron Union.
5. The Omicron Union will be elaborating the economic, military and cultural cooperation between the parties. As well as represent the common position of the Union members when they need to be.
6. Form a Central Committee of the Omicron Union (CCOU), all parties are to send their delegate to form it. I propose myself as the CCOU president in order to keep the balance of interests.
The basic vision of what needs to be done by the parties and why do we need such Union is elaborated in the following document. I believe it would serve a good roadmap for us to work with.

Just in a few coming decades, all nations of the Omicrons will face growing pressure of the major Houses of Sirius. Colonization of the closest Border Worlds will complete entirely and deep Omicron and Omega systems will naturally become the next target. We don't know if there are actual plans in motion on the Houses' side, but there are a lot of objective factors of that exploration and colonization to come. House that is clearly having plans of excessive colonization is Bretonia. Even in the darkest hour of Gallic invasion of New London, the Bretonian Crown have annexed bordering Omega systems. It was not so long ago when BMM was making it's way into Tau-23, getting close to borders of Maltese Hispania. There's no reason to believe that Bretonia would act differently in Taus than it did in Omegas. Only full-scale Gallic invasion have prevented looming war between Maltese Hispania and Bretonia. Breatonian Crown may see cheap colonial resources as one of the fast ways to recover from the long war effort. Those were the reasons why I was skeptical about any long term alliance between Bretonia and Maltese Hispania.
In Sigmas we can see a quite similar situation. Rheinland and Kusari are pushing to colonize the sector and to eventually topple down local power of the GMG. Diplomatical and military strategy against GMG will likely to be used against the Omicronis Government in Nauru in the future. At the early stages, Core is most likely to fend off the aggression, similarly to 80-years war between GMG and Rheinland. As the theatre of operations will be favoring the defenders greatly. Same can be said about Hispania. Rheinland has eventually ceased the war, only keeping up with hybrid aggression. Economic warfare and low-intensity war, mostly done by the hands of Kruger. Slowly theatre of operations advantage would be leveled down, as infrastructure will develop and star maps improved.
Another practical example that is proving my point would be the invasion of Omicron Xi by the Rheinland Military. We are having systematic attempts by the major Houses to advance into more and more distant sectors. And yet again we can see a temporary success by the Corsairs. There may be many attempts and many failures, but eventually, local powers in their quality as of now will fall. Yes, naturally Crete is a failed kin of Hispania, but they will become just yet another piece in this Domino effect.
To sum this up, all theories about Houses to be busy enough with internal conflicts and inter-House wars are false. As despite truly titanic war effort and losses, further colonization attempts are not stopping. It can, in fact, work the other way around. More war and conflicts Houses would face, more resources and opportunities to grow they will try to find in distant systems.
What do Governments on Malta and Nauru have to realize, is that they share the same fate. Same challenges, same opportunities and the same ways to live through the centuries to come. Despite the differences in culture, governing style or current temporary interests. Because in the end, if separated, both governments will face the same downfall from the hands of the greatest powers in Sirius sector. We can make a prognosis and develop different scenarios of things going from this point if Omicron political landscape is not changing dramatically. Most positive one will be long term and less bloody. I've mostly worked on the negative scenarios of forceful colonization. But colonization can be peaceful. With lots of people and money from the Houses just washing us out like a tsunami. By the outcome, the most positive and most negative scenario will lead to our downfall. Despite holding massive space, we are in fact tiny.
It is absolutely necessary for Malta and Nauru to build a common vision of the future. To act together in order to pursue the common goal to secure the independence of our nations. It is important that the resources we get are being invested correctly. The task is the build the power in Omicrons that will have economic and military potential to stand against any possible enemy.
At first, we will need to clean our own home, the Omicrons, from the terrorists of the Order and barbarians from Crete. I propose the following occupation zones once the enemy is dealt with. I will not elaborate much on military strategy. Clearly, both parties are having famous admirals, generals and military specialists on their side. That should be their job.
The weakest link is obviously the Order. Having a poor supply base that would be easy to cut off and isolate their main forces. With coordinated attacks from the upper and central Omicrons, it would be a matter of time before their defenses will break down. We are unlikely to destroy the Order as an organization, but their enclave in Omicrons has to be dealt with and will be put to an end.
With Corsairs, there's a need to apply a very well dosed pressure. Here we will be on the race with Rheinland. Grand Prix in this race will give a winner chance to secure the main strategic points and a chance to establish the control the over Corsair systems in the end. I believe that the best way is to slowly push them back, while not really taking the major advance until the time is right. The slow and steady advance will not attract Corsair main forces, but all will let us get close to Crete and other key locations in order to make a decisive strike before Rheinlanders do. For that, we will need the best intelligence agents both within Rheinland Military and Crete. One of the priorities is to isolate new potential Rheinland expedition in Xi with Omicronis forces and block their any further advance.
Another method to counter Rheinland threat is to covertly cooperate with the Hessian Army. The best outcome would be the socialist revolution in the Rheinland. This will cause many conflicts in Sirius and hopefully distract them for the two dozen years or more. Maltese Hispania is having some old contacts with Hessians, I was even meeting Anna Heinrich myself. So this is within the realm of possibilities.
Until we have a possibility of territorial expansion, conflicts between Omicronis and Maltese Hispanian elites are unlikely. Everyone will be getting their new resources and the space to grow. By the time Omicronis and Maltese Hispania will secure the Omicrons, efforts need to be done in order to integrate two systems. Joint cultural, economic and other events have to be held regularly. In the end, money and power that Omicronis and Hispanian elites will be able to reach together will truly unite them. Both systems are willing to secure elite superiority in their societies. The difference only lies within certain methodology and aesthetics. But I insist that there's no essential conflict, both societies are deeply elitist.
With common population, things will be a bit more varied. As we will have different categories of them. People who are used for the forced labor on Malta and any other foreigner should have been worked with. Despite working on Maltese interest, those people are not friends of Malta and won't die for it. I would suggest elaborating on ideology and propaganda for the lowest classes of Malta. People need a greater motive to live. Some would go for any foreign employee within the Core, though the situation with propaganda in Omicronis is a bit better.
Zoners are no friend of the Houses, which makes them our natural ally of some sort. Zoner societies are quite unstable and chaotic. But as long as they refuse any House rule in their mind and following the laws established by Malta and Nauru, they are making a good cooperative material to work with. In the end, they make the population of the Omicrons grow. And their children would call Omicrons their home. And who would not fight to protect their home? Core and Maltese forces are better to present themselves as protectors from inevitable control by the House governments. Omicrons are likely to see more waves of Zoner immigration, as Zoners will be pushed out of systems that are closer to major Houses. A most recent example of that is obviously a crisis of Gran Canaria.
Foreign companies should be strictly put under a local set of law. It is highly forbidden to bring any House jurisdiction to the Omicrons, even a corporate one. Omicrons are in much need of industrialization, but if keeping local Jurisdiction is a stake, any partnership should be cut out.
To develop a common trust and help with the demographic situation, I suggest the Omicronis bio labs research a possible cure for the Maltese genetic disorders. Birthrate problem is probably the direst crisis that Maltese Hispania is facing at the moment. If it could be helped, it might very well become a symbol of unification.
On foreign scene, both parties have incredible diplomatic tools to work with. Wide diplomatic network of Omicronis is letting to get many investments and to have a great manipulation opportunity in the future. Maltese Hispanian Cardamine network is now covering most of the Sirius. Converting into soft and hard power, and allowing to raise a lot of funds. Maltese 'pirate' coalition is having great potential to grow. I believe that Malta should spread destructive, for the Houses ideologies. As well as arming and organizing pirates in proper paramilitary units. Being hard work for decades, this will surely pay off, when or if the enemy shall come to our home. Active allied paramilitary with radical political agenda in the enemy rear will ease the situation on our fronts. And should they ever succeed, we could possibly receive a puppet, dependent on Cardamine government. The synergy of Hispanian and Omicronis diplomatic schools may bring very convincing results.
If this plan is to be applied as the basic one, we will manage to build up the strong, powerful and self-sufficient Omicrons. I believe our specialists are capable of developing and elaborating this basic concept into a much more detailed and practical plan of actions. Ancient legacy of Hispania and futuristic projects of the Omicronis would have a chance to live and prosper at a much larger scale than before.

It is fascinating to see a Maltese as a high advisor in the Core ranks. I hope this will serve to strengthening our bonds.
As to your proposal. As you know, Maltese Hispania has withdrew itself from the Orange Treaty. One of the reasons for it is Maltese Hispania not being interested in supranational organisations as of now. Besides, in view of lack of Agreement on Friendship and understanding and formal Alliance Treaty, to discuss a supranational entity as a union seems to be very far-fetched. In this regard, Omicron Union initiative looks rushed.
However, the decision on the proposal depends on the scope of the Union institution framework. If it is a simple multilateral alliance treaty, a bloc, with provision of acceding to for third parties - then we are all ears and would glad to discuss further details. If it is a loose confederation to achieve certain goals and without delegating some power to supranational organs - we are ready to discuss it. If, however, it is a full supranational organisation with the delegation of power - Malta is not ready to discuss giving up its sovereignty, even partially. Neither is the Core, I assume. Besides, as a political advisor you are to know, Senorita Loyola, that prior to any political integration, legislative and economic integration are required. That is something that is not yet implemented and would require long time to accomplish should we pursue that way.
As for your "Century" plan, the doctrine is captivating with many points appealing to Malta. Current stellapolitical doctrine of Maltese Hispania, however, is a bit different and we interpret some developments from a different angle. The most significant difference is focus of Malta on intensive development, not extensive. Another important matter is the warfare implied in the doctrine. You assume traditional rivalry while given the various scope and legal foundations of different organisations in the Omicrons and the rest of the Edge Worlds, the nature of warfare is extremely asymmetric in nature, hence, common prediction is not always possible. At any rate, your doctrine is taken into consideration with great respect as alternative to our own. Thank you for your work.
As of now, we are waiting for the reply of Guildmaster Archos regarding the initial provisions suggested. The rest of the matters can be discussed thereafter in more details.

I'm have to leave for my personal business in Kusari. However, I guess I can provide you a brief reply.
I am well aware of the problems that came with the Orange Alliance. It was indeed an agreement that sacrificed Maltese interests for the interests of our junior partners for no apparent reason. It was a bad legacy from the years past.
If we are talking about my take on this situation: Omicron Union will for now not be any kind of confederation, as none of the parties is ready for that step. I doubt it would be a matter for a practical discussion in a few coming decades. Point of the Omicron Union on this current stage would be to coordinate efforts, oversee the agreements implementation and to resolve the collisions between Nauru and Malta. Resolve them in a fast, effective and balanced way.
Omicron Union will not limit the sovereignty of the parties as to be pointed in the agreement itself. It's for now seen as consultative and media platform It can be a base for something more in the future. But then again, for now confederation is a deeply theoretical thing.
I also don't think that we have any disagreements on intensive way of Maltese development. But good way to let Malta do develop is to fight, let's say CR at Coronado, than in Omicron Tau, where they tried to establish themselves. Even as Guildmistress of the Core I had to bring some Makos to punish them. Plan addresses more of security concerns than economic ones. If you so desire we can discuss Maltese economic and social development later.

To address your initial reply, your terms are something we are fine with. My only real concern is the classification of Omicron Xi in the future, as The Core has both begun operations there and is very interested in Knossos. I'd like to hear what the Maltese opinion on that territory is.
In regards to the Corsair populace - have you heard of the Apostatas? They're Corsair exiles of sorts, although regrettably, they seem to be fond of the Coalition. Still, the opportunity to use them to further our objectives remains, and they could be an effective means to apply additional pressure on the Corsairs.
At it's core it's what Loyola has laid out is a simple proposition. I have faith in what she wrote, albeit with concern over my point about Omicron Xi. House expansion into the Omicron and Omega regions is something neither of us wants, nor do either of us want to compromise our sovereignty. A Union between our parties will not only crush the belligerents inhabintg the Edge Worlds currently but will stand as a strong bulwark against our inevitable future opponents. As Loyola outlines, The Core has been effective in the past at removing hostiles from Maltese space. If such efficiency and brutality were to be applied throughout the Omicrons, we would be unstoppable. The current political tensions in the region are easy to elevate further, they just need the right application of pressure.

Speaking of Omicron Xi - Malta has no particular interest in Omicron Xi and would support Imperium Omicronis' claims on it. As for Knossos - we would humbly ask for shared rights for mining in the area should it fall under our control. Rest assured, I see no issues with Omicron Xi being under your banner.
As to the Union - since you are supportive of it, we can form an Alliance, I suppose. I suggest we discuss the architecture of this alliance following the Agreement to be concluded regarding the points previously discussed here. Having found understanding in those, it would not take much time for us to come to a conclusion.

With a view to normalise and establish formal relations between the Imperium Omicronis, thereafter referred to as The Core, and the Maltese Unitary Republic of Hispania, thereafter referred to as Maltese Hispania, this Agreement of Friendship and Understanding is concluded.
Article 1. For the purposes of this treaty, the terms below shall be define as follows:
Parties – parties to this Agreement, the Core and Maltese Hispania.
Signatories - an official in the capacity of legally representing a Party.
Article 2. The Parties shall recognise the legitimacy of each other’s governments, and their legal authority within their controlled space.
Article 3. The Parties shall refrain from interfering within each other’s domestic affairs, either overtly or covertly.
Article 4. The Parties shall refrain from hostilities towards each other unless in direct violation of their respective legislation, and strive to uphold amicable relations with each other.
Article 5. The Parties shall respect the spirit of friendship of this Agreement and pursue building positive relations between themselves and try to abstain from degrading this aspiration acts.
Article 6. Maltese Hispania recognises the Core as the primary lawful entity in Lower Omicrons and its legitimate borders and claims therein.
Article 7. The Core recognises Maltese Hispania as the legitimate successor to the heritage of Sleeper Ship “Hispania” and of House Hispania, and as the primary lawful entity in Upper Omicrons and its legitimate borders and claims therein.
Article 8. Maltese Hispania shall renounce any existing territorial claims in Lower Omicrons and shall refrain from such in the future, and adjust their legislation accordingly.
Article 9. The Core shall renounce any territorial claims in the Upper Omicrons, and adjust their legislation accordingly.
Article 10. With a view not to impede the goal of the Core in uniting Omicrons under the banner of Imperium Omicronis, Maltese Hispania shall officially rename all systems under its jurisdiction in Upper Omicrons containing the word “Omicron” so that the word in question is omitted, as well as guarantee renaming any other system in Upper Omicrons containing the word “Omicron” should it fall under the control of Maltese Hispania in the future.
Article 11. The parties shall convene periodically in a format of bilateral conference or a multilateral forum should it be subsequently instituted to discuss and observe the implementation of and adherence to this Agreement, upholding friendly relations, and discussion of other bilateral initiatives.
Article 12. The original copies of this agreement shall be stored at the archives of the Parties.
Article 13. Nothing in this Agreement shall be misconstrued as infringing the letter and spirit of this Agreement.
Concluded this year 826 A.S., on 27th of September.
