First, there is proper registration form and you are expected to use it.
Second, the Omega-11 system as a whole is property of Daumann Heavy Construction, thus you have to contact official DHC- tagged branch, obtain their approval of the construction of your base and then submit NeuralNet link to this channel to us.
Third, according to polizei database there is investigation in progress regarding THP transporting black market munitions in Rheinland space. Can you explain that?

You didn´t mention anywhere that you are a member of DHC- tagged official branch of Daumann Heavy Construction or that you act on behalf of it because the station will be DHC- property. Unless this is the case, the reduced registration fee does not apply to you and you are obliged to pay mentioned sum of 100 million credits as per laws.
This is the first time I have ever heard of one of my people hauling Black Market Munitions, but considering our fleet consists of tramp steamers, I guess it was inevitable that someone would take it into their heads to try and do something stupid. If you were to give me names, I'll see to it he gets what's coming to him.

I recommend you to make necessary measures to prevent that THP ship will be spotted transporting contraband through Rheinland space again.
Regarding the rest, I will be waiting for properly filled form with requested approval from Daumann Heavy Construction.
