Not everyone that uses roads is driving a car, and pretty much everyone relies on government operated spaces to live their daily lives. It's reasonable to ask people to behave in ways that they don't endanger others (whether they are driving a car or not), and at times that also means wearing a mask to reduce the spread of a deadly disease.
