You cant save it, it will fluctuate. At first it will be great because all the ones that wanna RP and do stuff together begin to have lots of fun. Then it slowly shifts to more players wanting to have fun at the expense of those that would only rather RP and not Pew Pew and then you get the RPers who also like the Pew Pew but then more people dont care for the RP and want just all Pew Pew. and while one isnt fun to you its fun to another so you cant handcuff those that are having fun in their own way and how they find enjoyment in the game because it affects you and vice versa. You either push out one player base or you slowly watch the main player base leave. and then it will rinse and repeat it self.

Farm, get a cap, explore all sorts of places in a cap, get rekt a lot, leave the game soon after - very common pattern sadly.

There is an underlying condition that causes them to leave. This is what should be investigated and eventually fixed.
That's because the game is way too easy. That's why cap-ships must be a lot harder to get and PoBs shouldn't be available to anyone, the same goes to high-tech weapons and equipment.

Too easy? Yes, it's relatively easy but, AFAIK it's been the same during both the highs and lows of the server.
Caps are already a money sink. High-tech weapons are ridiculously expensive already. Cloaking devices, jump drives are expensive already. Making them harder to get will only increase the number of traders.

yeah maybe someone should tell them that starting the game and rushing to get a cap for "exploration" isn't wise? we all know the tales of LNS-Ivan farming Nomads in Delta 2 days after he joined the server

I don't see the problem.
Hence, more traders = more piracy= more lawfuls. And for solving the " blyat! NNNOOO YOU KILLED MY SHEEP" ragequit issue, I strongly recommend a change in the in-game green advises.
Like instead of "We all were new players once..." get a "Space is dangerous, you could be destroyed, get over it"
