It is horrible as a snub-only event. It had as much activity during the weekend days as you can have on a busy weekday in Liberty. (in other words literally 4-5 fights whilst the "major" fight was more or less ruined by npcs)
Almost everyone who took part in this event will agree that caps will be beneficial for it.
EDIT: as Darius pointed out, if the devs don't want to break econ (understandably), they might consider extending Core ZoI to Inverness for caps too, so at least jumpers can get there.

Probably it means if the Core can jump into Inverness you could bring caps as well, no matter on technical limitations.
