Overview:

The Empire of Kusari entered its first phase of long-term peace since its reformation and thus the Naval Forces posses the time and capabilities to focus on domestic affairs entirely once again.
According to reports from the Sado and 66th forces, the brief departure of the Sado from the Tohoku system left its traces: Blood Dragon and Nomad activity within the system is on the rise.
With the return of the Sado shortly after the latest conflict against Gallia and the current situation in mind, it is about time to intensify our efforts to keep Heaven's Gate secured from either a Nomad or Blood Dragon takeover.

For this purpose, the Tohoku system is hereby under precautionary quarantine and the following orders are immediately in effect:

• The 66th Expeditionary Battlegroup will transfer 25% of its Sigma assets to Fort Wakkanai in order to assist the Sado.
  
• The Hokkaido Naval Garrison District will ready up to 15% of their patrol forces to repeatedly spearhead into the Tohoku system and join forces with Sado operatives.
  
• The temporary transfer of operatives from other Fleets for the sole purpose of assisting the Sado is hereby granted.
  
  
• Naval Forces operatives are hereby granted kill on sight permissions against any non-hostile vessels found trespassing the Tohoku system with the sole exception of other Naval Forces assets, KOI operatives and State Police vessels.
  
• ALL standard procedures regarding hostile vessels are in effect.
  
• Naval operatives encountering State Police assets within the Tohoku system shall escort the Police vessels out of the system.
