There are many gaming communities I could introduce Disco too. Additionally, Ex players of vanilla and other mods would play again. Answer to official factions' issue is fresh blood...

Maybe actually being in Game and showing the Flag may help a lot.
There are a lot of Indies out there.
'I would like to be half as clever as some people like to believe they are' Life is full of disappointments, it is how we handle them that helps to define us, as a person

You're right but I've experienced firsthand how hard it is getting indies to join an official faction. You know I just might be a bad leader and don't know how to do it but I see a lot of Unioner indies in-game while I struggle to gather activity for the UN faction.
On the other hand, I agree with the idea. With Disco's current status and player base, it is everything but simple to gather in-game activity. And keep in mind that getting the OF status in the first place is no piece of cake either.
I'm co-leader of AWES. We were number two in flag hours for May. And, we reach out and assist new players regularly. Rather, they officially join us or not.
No offense but not all groups are just about trading. See lawful factions for an example of why the current disco OF system is flawed. I can fly around as BAF for hours without meeting any indies and even those who do join the faction are older players, as another example.
New people these days have a tendency to either join trade factions or unlawfuls. A bonus like this idea suggests will greatly help the more neglected factions such as navy and police factions.

Arrange a patrol with friends. You can also move prisoners now. There is plenty to do in-game with lawfuls and it doesn't nor shouldn't need hostile players to be around. They will come to shoot lawfuls by themselves most of the times.

This. Lawful activity is not meant to be
not play
se ping, log, kill, log off.
Lawfuls are meant to be the ones that start activity by patrols convoys etc. And yes - feed kills.
A forum RP requirement could incentivize official factions that currently lack activity to log more in-game, in order to have encounters, interactions, etc. to RP about on the forums. In turn, the time they spend logged in-game might be spent doing something more meaningful and interesting than just AFKing, trading, or mission grinding for the minimum activity requirement.

Unfortunately it could also do the exact opposite depending on how it's implemented "why log if I can just write a few posts instead'. I think the idea has merrit, striking the right balance will be the trick though.

I think there are a few reasons for that...For starters trading is something you can easily do by yourself, and a lot of people aren't eager to jump into group content if they are new to the server and still learning the ropes. Additionally, new players aren't really incentivized to make a lawful character because there just isn't a whole lot to do solo and most of your time is spent waiting for interaction.
But to the point of the post I think this is fair, everyone has stuff going on in real life and obviously sometimes discovery has to take a backseat.
