It is completely fine if the bounty board will take weeks or months to be settle. Money isn't really what I need at this moment as I told you the other day.
To answer your question, to me, Outcasts and Corsairs are a bit the same. A few days ago, I encountered two capital vessels. They didn't do a thing against me but... let's say I don't like their behaviours. I will let a little audio recording to make you an idea of what I am talking about.
Else, about some practice with me, I will be around of Yaren or the Freeport.

Ah yeah, slavery. I don't very much like that and although I'm trying to end this foul practice that is a leftover from my predecessors, it might take a while.
I always consired slaves...counter effective. People are not very stimulated to do good work when they are beaten and starved. On the other hand, if you pay them, they do a way better job. I mean, just look at house corporations. They are practically enslaving people by giving them just enough money to survive.
But I digress yet again. Some of our Hipsanic neighbours can indeed be...rather heartless. However, way I see it, it's better to fight only one of them at a time. As they are both formidable enemies. Hence, why we picked the lesser evil. Plus, not all Outcasts are bad. There are plenty of civilized and perfectly well behaved examples. Much more than you can find on Crete and the surrounding installations.

However, about the Outcasts, I can't really tell if you are right that some are civilized. After all, I almost never encounter one or spent time to have a chat. Maybe time will change my idea about Outcasts but right now, I see them a like the Corsairs.

Those AIs are turning to be a bigger problem than I originally anticipated. It might be in order for the Core to take some measures. Probably extreme.

Now, to adress the other question. I can assure you, I have not forgotten about my promise. I've actually allowed myself to give you authorization for our new (old) bounty board. It's quite a small list at this time, we have a limited number of targets. But I can assure you, we're going to be expanding it as time goes by. More high profile targets will be added and if everything goes as planned, we will cover most hostile factions in our vicinity. But, let's not get ahead of ourselves.
And last but not least, how are you? Everything is going fine with your adventures, I hope?
