Consider this as my first formal communication to the representatives of your organization.
To start with, let me explain my how I rallied up to the cause of the Insurgency and how I oppose this formal declaration by Admiral Amy West. Being born on the planet Houston wasn't exactly the easiest time of my life, having to endure the widespread corruption that these so-called "Police" often proliferated for their own greed. Even in a house where the name itself speaks of "freedom and liberty", that wasn't the case for me until I stumbled upon the growing Commonwealth of Liberty a decade ago.
Within months, I joined the Commonwealth's military arm, the Hellfire Legion, and was serving under its leadership up until the Separatists began to turn on us. Together with my most loyal officers, I decided to break away and form the Subversion Fleet, until we were given an offer to join the newly-formed Liberty Insurgency. We unanimously accepted the offer and became part of the Insurgency once more, under the division of the Insurgency Subversion Fleet. Despite this, the Liberty Navy kept on pounding our assets, until we were cornered in Vespucci, where we made our last stand. But the higher-ups at the Insurgency thought it was a good idea to evacuate their forces to somewhere, and that's when I started to have doubts on them, especially when some of our refugees were taken by Bretonia, which was supported by the Crayter Republic.
This is relevant, because recently Bretonia was involved in Crayter's siege of a base in Inverness. Me and my squadmates had discussed the looming threat and it seems Liberty wasn't alone trying to squeeze their hands into us. If Bretonia ever joins Liberty and Crayter, then we would lose everything that we have built over the decades. Hence, I shall formally request asylum within your space.

Oh. Forgive me for the outburst, these days have been exceptionally entertaining for me. You would be right in being concerned with where they are leading you all. Suspicious, isn't it? How the Insurgent Command is handing them all off on a platter. We have not received a single communication regarding this, nor have they bothered to even raise alert on a Humanitarian crisis. No. Of course they wouldn't. The Insurgent Command has grown out of control like a malignant tumor.
We can consider your asylum under Technocrat facilities, but you will need to prove yourself. Words mean much, but actions mean much more. Prove that you aren't with them.
Gather data of their movement, their destination, their admittance, any useful intel. I would ask of you to make them realise the errors of their ways, but somehow, I doubt they will listen. Nor would shooting them be beneficial to you or to us, but it would be highly entertaining if you managed to disable any of their capital craft trying to escape through Inverness. It wouldn't be beneficial to anyone to permit anyone else these warships. Not that would be able to maintain them regardless.
Do you feel up to the task? And one last thing, what class of vessel are you intending to bring?

To say that the Insurgency higher-ups are doing something - yes, that would be true. But abandoning Vespucci to seek refuge in Magellan does sound like suspicious to me and the rest of the Subversion Fleet. Who knows if they're trying to be buddies with the Crayter Republic?
As leader of the Insurgency Subversion Fleet, our purpose was and is still to mantain strict loyalty to our core beliefs while specializing in the undermining of any threats that may endanger our safety. Your deal sounds like perfect business to me. I have talked with my subordinates regarding your offer and they have agreed to send a gunboat-class vessel to monitor the movements of Insurgent Command. In return, the entirety of the Insurgency Subversion Fleet will seek asylum under the Technocracy of Auxo once the prerequisites are completed.

I almost forgot. There was some kind of update on the situation regarding the decision to evacuate Insurgent ships. It seems that the Liberty Navy is aware of this and have managed to strike Flight Alpha, necessitating the simultaneous deployment of Flight Beta and Delta. However, I still haven't managed to keep an eye on their movement yet, at least directly.
Despite this, I met an Insurgent who was willing to share some information to me. Apparently, this bomber pilot, who is somehow supportive of the Command's decision, had a desire to cause havoc to both Liberty and the Crayter Republic, and to force them to accept a truce, which I don't personally support. The original goal of our very organization is to overthrow the government of Liberty, not settle into some peace treaty while they keep knocking on our doors.
Given the state of the Insurgency and the statements of the pilot, I theorize the Insurgent Command is trying to settle some kind of agreement with either Bretonia or the Crayter Republic. This also aligns well with Liberty-Bretonia relations reaching a new low.

It seems my theory was proven wrong. Upon meeting with Admiral Amy West, it became apparent that the Insurgent Command's purpose for the evacuation to Magellan is to regroup whatever forces they have left, as they are steadily losing momentum on the home front. Her reaction to the Crayterian attack on a base in Inverness was somewhat surprising. Despite all the support the Crayter Republic has given to the refugees evacuating the planet, she still regards them as a threat to their existence alongside Liberty and Bretonia. Yet, she still thinks that you, and your organization, should be fodder to the Crayterians so she would have one less risk for her fleet to take.
I've always longed to see a free society thrive, but when the Insurgents double-cross and leave you to the Crayterian hounds, I figured out my reasons for seeking asylum with your organization. I've figured out what the Insurgency Command really meant with their plan, and how they could be as much as a liability than an asset.
Also, as a caveat, there appears to be an anomaly located on grid C-7 of the Vespucci system. I was told by a ship, callsign Points, that the anomaly is extremely similar to the one found in Kepler, although it poses less of a danger.

If you need a place to be, to work for greater understanding, to advance our species and knowledge, the Technocracy will always have a place open for those who are willing to help us on our path to resecuring our technological heritage - to return to where we came from. I will only offer this once, and your choice is final. As you no doubt have witnessed, Humanity is on a self-destructive cycle of killing itself, failing to seize the advantage to grow as a species. We are that opportunity to make a change, to learn, to gather knowledge. Being a Technocrat has its many benefits, one of which obviously being introduced to our path of Ascension, having great technology and advanced training at your disposal to prove yourself as the finest few of Humanity. You will always have a home, food, shelter and unity as a Technocrat, credits will be the least of your concerns. Your fighting skills could be put to use to ensure the safety of the local region or to help other fellow refugees in need.

I will consider your offer. However, it seems that some of my officers are in disagreement with the plan to send the entire fleet to Inverness. When we finally managed to resolve this issue, they decided to court-martial me and I was exiled to the Inverness sector with my gunboat, the Subversion, where I was given comfort by the local Zoners there who were like-minded about their opinions of Crayterian aggression in the system.
Having read your communication, I do understand what you mean about the "self-destructive cycle", in that it takes the form of bureaucracy and corruption that ultimately hinders us. Given that we're pretty much boxed by these people, quite literally, I pledge full support to your cause in the hopes of attaining the goals of subverting the corruption and mismanagement of humanity.
