Hogosha Info:
The Hogosha are a Quasi-Legal organization that ostensibly exists to promote the "wellfare and prosperity of the Kusari people." Hogosha have influential agents inside Samura, Kishiro, and even in the Kusari Government. However, the organization is heavily dependent on the Corsair's supply of artifacts and their military power.
Hogosha History:
Hogosha translates literally as "guardian" or "protector", reflecting the organization's rather romantic view held not only by it's own members, but by a large portion of the kusari population -- though by no means the majority. Far from protectors, the Hogosha are actually descendents of the organized crime syndicates that grow within the shadow of any sizeable human society -- though the Hogosha have an oddly symbiotic relationship with both the government and Samura.
Their political connections would make any serious attempt to dismantle them an embarrasment to Kusari as any number of secrets and deals that had been kept out of the public eye came to light. However, neither do the Hogosha have a free license to operate. Arrests of low-level Hogosha operators who flaunt their activities are frequent and help keep up appearances -- very important in kusari. "Hard" crime, such as drug smuggling, is not tolerated.
Individual opinions vary, but most police consider the Hogosha a necessary evil required for the smooth functioning of Kusari Society. The government simply treats the Hogosha like any other large Keiretsu. The Kusari population as a whole has a similar attitude: it is pointless to like or dislike the Hogosha, they are simply a fact of life.
The Hogosha handle artifact and gun smuggling and the fencing of stolen goods. They also do occasional dirty work for Samura. They view the Blood Dragons as a major threat to their existence and have engaged in turf wars with them, mostly in the asteroid fields of Tokyo. The Golden Chrysanthemums are a new problem, as they have few qualms about dealing in the drug trade or it's consequences. Since they have no corruptible leaders or long associations with Samura or the Kusari government and police, the GC -- like the Blood Dragons -- are dangerous to the Hogosha way of life. They view the Junkers as their only real competitors within the Sirius Sector, and their only obstacle to expansion into the other houses. They have approached the Corsairs to assist them in their plan, although no concrete steps have been taken.
The Hogosha made a recent arrangement to purchase artifacts directly from the Corsairs on the cruise ship Hawaii, a move that infurated the GMG, who formerly served as the middlemen between the two crime syndicates. It also raised the ire of the LSF, who applied pressure on Orbital Spa to deny landing privileges to the two factions.
Black Dragon History:
The Black Dragon Society was initiated by a powerful Hogosha crime lord - the father of Hitomi Ryuu. It was later taken over by Hitomi Ryuu, and prospered under his control until he disappeared shortly after. In recent years, the Black Dragon Society has crumbled, and the Hogosha have once again begun to split and seperate into smaller, weaker clans, syndicates, and conglomerates - until now.
Tora Mitsukai, son of Toganin Meiyo - one of the more powerful Hogosha lords - inherited a fortune when his father was killed in battle. He has since used that fortune to help the Kusari people and secure his place within the Hogosha.
After seeing the disarray and chaos that had befallen the Hogosha as a whole, Tora put his efforts towards re-creating the Black Dragon Society - pulling the smaller groups of Hogosha together into an organized and powerful crime syndicate.
Under the restored banner of the Black Dragon Society, Tora Mitsukai has promised to secure Kusari as a power within Sirius, to preserve it's culture, and to make it's people the wealthiest and most respected in the sector.

Behavior:
Pirating
Black Dragon Society members must maintain the pretence that we are guardians of the Kusari people, and work to further the prosperity of the entirety of Kusari. Foreigners may not be liked, but they are tolerated within limits.
Black Dragon members must always consider their 'taxing' a 'donation to the kusari people' when confronting traders. Never destroy or attack a trade vessel if members of the Kusari State Police or Kusari Naval Forces are present.
Unless a trader has performed actions which deem extortion necessary, it should never occur. Balance the amount of tax based on the cargo, ship, and affiliation of the trader you are confronting. Standard tax amounts to between 500,000 and 1,000,000 credits.
Policing
The Black Dragon Society assists Kusari State Police with the patrolling and policing of Kusari space. Demand any ship carrying cardamine to drop and destroy his cargo, or be destroyed himself. Halt any vessels carrying plutonium into tau-29 and inform them that they are carrying hazardous war material into enemy space, and will be destroyed if they continue.
Outcast, GC, and Blood Dragon vessels are to be attacked on sight with warning. Inform the invading ships that they are a threat to Kusari citizens and must depart kusari space immediately or be destroyed.
Smuggling
Smuggling of drugs - including both cardamine and synthetic marijuana - is prohibited. Drugs are detrimental to the health of the kusari people, and the drug trade must be stopped at all costs.
Artifacts can be purchased from our corsair liasons onboard the Luxury Liner Hawaii in Sigma 19. These artifacts can be sold for a profit on Planet New Tokyo to the Upper Class citizens of Kusari.
War
Upon request, Black Dragon members may proceed to the Edinburgh system to assist our Gaian allies in their movement against the Bretonian government.
Upon request, Black Dragon members may assist Kusari naval Forces with the destruction of Bretonian Military ships within the tau systems and Bretonia itself.
Black Dragon Members are not to enter Bretonian space unless requested as above.
